Fitzgerald said the investigation into Blagojevich continues,
but authorities acted today to avoid further harm taking place.

"I was not going to wait until March or April or May
to get it all nice and tidy" and bring charges, he said.
"I think that would be irresponsible."

Fitzgerald thanked the Chicago Tribune, which had been reporting on the investigation, for honoring a rare request about eight weeks ago not to report on certain aspects of the investigation that he said could have been jeopardized.

Tribune Editor Gerould Kern said today that the newspaper delayed publishing some stories at the request of the U.S. attorney's office during the course of reporting on the accelerating investigation of Blagojevich.

"On occasion, prosecutors asked us to delay publication of stories, asserting that disclosure would jeopardize the criminal investigation," Kern said. "In isolated instances, we granted the requests, but other requests were refused."

In the criminal complaint, authorities allege that Blagojevich and Harris sought to pressure the Tribune to fire editorial writers who were critical of his administration. Tribune Co. had been negotiating with the Illinois Finance Authority to purchase Wrigley Field as part of the company's efforts to sell the Cubs baseball team.

Kern said today he never experienced any pressure over the Tribune editorials.

"There was never an instance where I was contacted or called, where any influence at all was placed against me. There were no instances of that."

Kern said he became editor July 18 and since then there's "never been any hint of that. I was as surprised as everyone else when I saw that."

Kern said nobody from the Blagojevich administration ever contacted him about the editorials.

"I never got a complaint. I never got any contact whatsoever from Blagojevich, no complaint--nothing from inside Tribune Co."

Kern pointed out there were no staff reductions in the editorial board. "The facts are what they are."

Illinois AG asks high court to declare gov. unfit

SPRINGFIELD, Ill. – In an unprecedented move, the Illinois attorney general filed a motion with the state's highest court Friday asking justices to strip scandal-plagued Gov. Rod Blagojevich of his powers.

Lisa Madigan took the action as pressure on the governor intensified to step down and lawmakers considered impeachment.

"I recognize that this is an extraordinary request, but these are extraordinary circumstances," Madigan said at a news conference.

It was not immediately clear when the Supreme Court might take up the matter. The justices also have the discretion to deny the attorney general's request.

The attorney general asked the court for a temporary restraining order or an injunction that prevents Blagojevich from serving as governor. The filing says he is "unable to serve as governor due to disability and should not rightfully continue to hold that office."

"The pervasive nature and severity of these pending charges disable Mr. Blagojevich from making effective decisions on critical, time-sensitive issues," the filing said.

The filing asks that the lieutenant governor assume Blagojevich's powers.

The motion essentially declares that Blagojevich's legal problems amount to a disability that would not be resolved until he is either cleared of the charges or leaves office.

"Mr. Blagojevich is unable to distinguish between his financial interests and his official duties and between illegal acts and legal conduct, rendering him incapable of legitimately exercising his ability as governor," Madigan says in the motion.

"His ability to provide effective leadership has been eliminated and the state government is paralyzed."

The motion came three days after Blagojevich was accused of putting Barack Obama's Senate seat up for sale and shaking down the owners of the Chicago Tribune.

The decision to go to the state's highest court was not welcomed by everyone. Democratic Rep. Jack Franks said it would set "a dangerous precedent" for the court to remove a governor as Madigan proposes. Franks, a fierce Blagojevich critic, said that kind of decision should be left to the General Assembly.

Fiscal conservative Madigan and Blagojevich have clashed over Blagojevich's proposals for dramatically increased state spending. Blagojevich blamed the 2007 budget crisis on Madigan, releasing a statement that said, "The way to be able to finally get budgets that achieve the objective of health care and education for families is to get Mr. Madigan to be a Democrat again and stop being a George Bush Republican.

Madigan refused to meet with Blagojevich for more than two months after Blagojevich introduced the budget; rather than the proposed $5 billion in increased spending, he recommended $1 billion, funded by the ending of a tax break. When talks stalled, Madigan invited the entire House to accompany him to budget negotiations.

Illinois senior Senator Dick Durbin said in 2008 that he receives many constituent complaints about the dispute between Blagojevich and Madigan, with letter writers wanting him to step in to negotiate. Durbin said the subject is also often talked about in the United States Congress in Washington, DC among the Illinois congressional delegation. However, Durbin joked that he'd rather go to Baghdad to mediate than Springfield.

The relationship between Blagojevich and Madigan hit its low in October 2007, when Blagojevich fired Bronwyn Rains, wife of Madigan's chief of staff Timothy Mapes, from her position of psychologist with the Illinois Department of Child and Family Services. Blagojevich blamed Rains' educational background, but she had worked for the department for 24 years with no record of a problem; one observer called the fallout "nuclear war."

Senate Republican Leader Frank Watson and House Republican Leader Tom Cross have often met with Madigan, his Senate counterpart Emil Jones, and Blagojevich in an attempt to referee disputes.In August 2008, Blagojevich claimed that House Democrats who held city of Chicago jobs were fearful of voting in favor of his 2008 capital bill because they thought Madigan might be able to get them fired. Blagojevich told reporters: "They fear their leader, Mr. Madigan, and if Mike Madigan tells them to vote a certain way, they will tell you privately, and I've had these discussions with a couple of state reps, one of whom said, 'I'm afraid if I vote for the jobs bill I'll be fired from my job at Streets and Sanitations [sic]. I'm afraid I'll lose my job.'" The one state legislator who works at the Streets and Sanitation Department in Chicago is Rich Bradley, who told the Chicago Sun-Times that he hadn't talked to Blagojevich in about two years. Rep. Gary Hannig told the newspaper that Blagojevich had told House Democrats he was referring to D'Amico. When contacted, D'Amico said that Blagojevich had asked him if he feared losing his job with the city of Chicago's water department, at which point D'Amico said that he had been in a union for 26 years and could not be fired easily, and instead he opposed the capital bill because Chicago Mayor Richard M. Daley opposed it.

Political positions

Madigan opposed Blagojevich's proposed gross receipts tax in 2007, which would have been the largest tax increase in Illinois history. He said the tax was "regressive" and would therefore hurt the poor, who are “the least able in our society to take on additional costs.”

Madigan has not been amenable to expansion of gambling in the state, although when the subject came up again in 2007 he said he would hold public hearings to gauge support for expansion of three casinos in Illinois.

In 2002, Madigan helped his daughter Lisa garner more campaign contributions in her run for Illinois Attorney General than even the candidates for governor that year. At one point, Lisa Madigan's $1.2 million raised was more than all the attorney general candidates in 1998 had raised, combined.

During the campaign, allegations of misconduct in campaign contributions arose-- Madigan was accused of using taxpayer dollars for political purposes. Republican gubernatorial candidate, Jim Ryan, suggested that Madigan should resign. Madigan's daughter Lisa was running for state Attorney General during that year's election and called the allegations baseless. Lisa Madigan's opponent in the race called on her to pay back taxpayer-paid bonuses her father had paid staffers before they departed to work on his daughter's campaign. A federal investigation into one of Lisa Madigan's political endorsements ensued after Madigan allegedly contacted a union boss in Chicago shortly before the union endorsed Madigan's daughter for the post, but nothing came out of it.

Blagojevich then took a job as Cook County Assistant State's Attorney (assistant prosecutor) under State's Attorney Richard M. Daley, specializing in domestic abuse crimes and felony weapons cases. Mayor Daley is brother to William M. Daley, former United States Secretary of Commerce under President Bill Clinton, and John P. Daley, a commissioner on the Cook County Board of Commissioners on which he serves as the finance chairman

Meigs Field

One of Daley's first major acts upon re-election on February 25, 2003 was the demolition of Meigs Field on March 30, 2003. A small lakefront airport adjacent to Soldier Field, it was used by general aviation aircraft and helicopters. Bulldozers carved large Xs into the runways to disable them, with work starting just as local news was going off the air, and with high powered lights being shone towards Lake Shore Drive to blind security cameras. Since the airport was still operating when this happened, this left planes trapped with no way of flying out. Daley planned to make a prairie preserve and bandshell. A unilateral decision by the mayor without approval from the Chicago City Council or Federal Aviation Administration, the act resulted in public uproar. Aviation interest groups unsuccessfully attempted to sue the city into reopening the airport, claiming Daley had been trying to close Meigs Field with non-safety-related reasons since 1995. His wife had requested the park to drive up the property values of her nearby condominiums.

However, the only citation handed over to the city concerned a failure to notify the federal agency of the plans within a thirty-day time period as required by law. The city was fined $33,000, the maximum then allowed by law. Other citations were not handed; the courts noted it was well within Daley's executive powers and jurisdiction to make the decision he made. The city has since agreed to a settlement with the FAA, the terms of which include both the $33,000 fine and the repayment of $1 million from taxes to federal airport development grants. The city admits no wrongdoing under this settlement. Daley defended his actions by claiming that the airport was abandoned, in spite of the fact that the Chicago Fire Department had several helicopters based on the field at the time in addition to the dozens of private aircraft left stranded.

Daley and his supporters argued that the airport was a threat to Chicago's high-rise cityscape and its high profile skyscrapers, the Sears Tower and the John Hancock Center. Daley defended his decision with the now-infamous quote "Mickey Mouse has a no-fly zone", referring to the restrictions in place over Orlando, and it was his belief that Chicago should have similar restrictions. In reality, closing the airport made the airspace less restrictive. When the airport was open, downtown Chicago was within Meigs Field's Class D airspace, requiring two-way radio communication with the tower. The buildings in downtown Chicago are now in Class E/G airspace, which allows any airplane to legally fly as close as 1,000 feet (300 m) from these buildings with no radio communication at all.

He also argued that the lakefront needs to be opened to all residents of Chicago, not just the relatively small portion of the population who have the necessary resources to operate an aircraft. This led to the development of current Northerly Island park venues, including the concert staging area, prairie preserve, and bird rehabilitation center.

Hired Truck Program

The Hired Truck Program involved hiring private trucks to do city work. A six-month investigation by the Chicago Sun-Times resulted in a three-day series of articles in January 2004 that revealed that some participating companies were being paid for doing little or no work, had mob connections or were tied to city employees. Truck owners also paid bribes in order to get into the program. The program was overhauled in 2004 (and phased out beginning in 2005).

Patronage

The hired truck scandal eventually sparked a Federal investigation into hiring practices at Chicago City Hall, with Robert Sorich, Mayor Daley's former patronage chief, facing mail fraud charges for allegedly rigging city hiring to favor people with political connections. On July 5, 2006, Sorich was convicted on two counts of mail fraud for rigging city jobs and promotions. Daley said that "It is fair criticism to say I should have exercised greater oversight to ensure that every worker the city hired, regardless of who recommended them, was qualified and that proper procedures were always followed."

Leasing of City Infrastructure (Budget Crisis)

In 2008, under Daley's leadership, Chicago agreed to lease its parking meter system to a fund managed by Morgan Stanley in a 75-year, $1.16 billion deal, the latest privatization deal by the city as it struggles to close a yawning budget deficit. Daley was quoted as saying that the “agreement is very good news for the taxpayers of Chicago because it will provide more than $1 billion in net proceeds that can be used during this very difficult economy.” However, the deal will double and quadruple rates that taxpayers pay to park at meters. Daley said the deal will not solve the city's budget problems, which will depend on the depth of the economic recession that has led him to lay off hundreds of workers and a planned shutdown of city government for six days around holidays next year. In September 2008, Chicago accepted a $2.52 billion bid to lease Midway International Airport for 99 years to a group of private bidders that included Citigroup Inc. In December 2006, Morgan Stanley closed a deal that paid the city $563 million for a 99- year lease of the city’s parking garages.

He became actively involved in Chicago politics, and in 1968 he was elected as Democratic Committeeman from Chicago's 10th Ward in the South Deering area, a position he held until 1988. In 1971 he was elected Alderman, and he served as President of the City Council from 1977 to 1983.

Vrdolyak earned the nickname "Fast Eddie" because of his skill in back room dealmaking. He is noted for leading the Chicago city council in opposing Mayor Harold Washington from 1983 to 1987. Some 29 aldermen were generally aligned with Vrdolyak, while 21 were aligned with Washington. This gave Vrdolyak's faction, the "Eddies", a majority sufficient to pass measures but not to override a mayoral veto. This deadlock was characterised as the "Council Wars". Vrdolyak challenged Washington in the 1987 mayoral election, but Washington was re-elected with 53% of the vote to Vrdolyak's 42%

Vrdolyak has long been the source of controversy, beginning with an attempted murder charge in 1960. The charges were dropped, but helped establish the reputation for toughness that would help him succeed in Chicago's rough political climate. That same reputation would also make him a target for enemies and, eventually, for federal investigators. He was censured by the Illinois State Bar Association in 1990 for a conflict of interest, and again in 2000 for improperly advancing money to personal injury clients. In 2005, Vrdolyak agreed to a 30-day suspension of his law license for allegedly double-billing clients he represented in sexual harassment cases.

Vrdolyak was also implicated in the case of former Cook County Circuit Court judge George J.W. Smith. Smith pleaded guilty to federal charges of illegally structuring cash withdrawals to avoid tax penalties. Prosecutors claimed the transactions were in furtherance of an alleged bribe paid to a "go-between" in order to secure Smith's appointment. Smith was reportedly appointed by Freeman based on Vrdolyak's recommendation, leading to speculation that Vrdolyak was the alleged "go-between". The investigation did not result in charges of wrongdoing against Vrdolyak, nor in bribery charges against Smith or any other party.

Vrdolyak's role in Cicero politics also drew criticism, and while he was not charged in the Loren-Maltese investigation, his close alliance with the now-imprisoned former Town President was a major issue in the 2005 election. During the campaign, Dominick criticized what he called Vrdolyak's excessive legal bills, and removed Vrdolyak's firm as the town's legal counsel after taking office. However, NBC Chicago reported that the new town attorney, Michael Del Galdo, billed the town over $2 million in 2006 -- more than twice the average billings when Vrdolyak's firm held the contract.

Federal Indictment and Conviction

On May 10, 2007, Vrdolyak was indicted by a federal grand jury on charges of bribery, mail fraud and wire fraud. Prosecutors later added additional wire fraud charges, and Vrdolyak now faces a total of eight counts. The case centers around property that was sold by the Chicago Medical School. The key witness against Vrdolyak is Stuart Levine, a partner in the alleged scheme. Prosecutors charge that Vrdolyak and Levine devised a scheme to use Levine's position on the school's board to steer the $15 million sale of a school building to Smithfield Properties - a developer with ties to Vrdolyak. It is alleged that the two arranged a $1.5 million kickback from Smithfield to Vrdolyak in return for Levine's support.

Levine, a close friend and political ally of Vrdolyak's, was indicted in 2005 for using his positions on the Illinois Teachers Retirement System board and the Illinois Health Facilities board to obtain kickbacks. Levine pleaded guilty in late 2006 and agreed to testify in several corruption cases as a condition of his plea agreement. Prosecutors dropped 22 felony charges in return for his cooperation. Prosecutors have indicated that Levine wore a recording device while discussing some of the alleged schemes, and tapes may be presented at trial. Political insiders expressed surprise at the idea that Vrdolyak would be caught on tape. A longtime powerbroker and target of investigations, the notoriously careful Vrdolyak has been quoted as saying that he "talk[s] to everyone like they're wearing a wire, even my wife". Chicago alderman Bernard Stone noted that Vrdolyak was always careful about talking on the phone, once telling Stone to "always talk like the government was on the phone with you".

Vrdolyak initially pled not guilty to all charges. Vrdolyak's attorney, Michael Monico, questioned Levine's "credibility, reliability and truthfulness", noting that he agreed to testify under "immense pressure" from prosecutors. Levine also testified at the 2008 trial of Tony Rezko, another powerbroker in Illinois politics. He told the jury that he funneled payoffs for clients who wanted Chicago city contracts through Vrdolyak, including some alleged schemes for which Vrdolyak has not been charged. Monico called Levine's statements in regards to Vrdolyak "absolutely false" and said that he had never heard them before.

The trial was set for November 3, 2008. That day, however, an agreement was reached in which prosecutors dropped several of the charges and Vrdolyak pled guilty to a reduced charge - Conspiracy to Commit Mail and Wire Fraud. The plea agreement states that Vrdolyak is not cooperating with other investigations, and prosecutors recommend a sentence of 41 months in prison. Sentencing is set for January 9, 2009 in front of US District Judge Milton Shadur.

Known suki would have a miserable life in prisons. Within the Russian prison system, there was a history and social structure that had existed since the Tsarist Russian era. One of the important tenets of the system was that members would not serve or collaborate with the Tsarist and later Soviet government. This rule encompassed any kind of collaboration, not only "snitching" or "ratting".
As World War II progressed, Joseph Stalin made an offer to many prisoners that in exchange for their military service they would be granted a pardon at the end of the war. After the end of the war, most former criminals eventually returned to their criminal activities and promptly found their way back to prisons and labor camps. The veterans who returned to prison were declared sukas and placed on the bottom of the prisoner hierarchy. As a result they sought to survive through collaboration with prison officials, and in return got some of the better jobs within the prison.

This, along with the sukas' involvement in the Soviet military, started an internal prison war between the military veterans and the leaders of the Russian criminal underground, or "Thieves in Law." Many prisoners were killed in the Bitch Wars. Prison authorities turned a blind eye, since prisoner deaths would serve to reduce the overall prison population.

Despite the government's belief that Wars would weaken the prison world, it instead created such a turmoil that labor and prison camps became often marked as black - where the traditional thieves' law ruled, and red - controlled by sukas, forcing prison authorities to segregate new arrivals at the very start of their term. Bitch Wars never technically ended, since a number of criminal groups defected from the traditional thieves' hierarchy and joined sukas, beefing up their ranks. However, when the influx of convicts decreased after 1953, the warfare became bottled down in the new segregated system, with the two worlds still fiercely opposing each other.

US Special Forces mistakenly kill 6 Afghan police

KABUL, Afghanistan – U.S. Special Forces killed six Afghan police and wounded 13 early Wednesday in a case of mistaken identity by both sides after the police fired on the Americans during an operation against an insurgent commander, officials said.

A U.S. military statement said police fired on the American forces after the troops battled and killed an armed militant in the city of Qalat, the capital of the southern province of Zabul. The Americans returned fire on the police but only later learned their identities. One Afghan civilian was also killed in the exchange.

"Coalition forces deeply regret the incident of mistaken fire," said Col. Jerry O'Hara, a U.S. military spokesman. "Initial reports indicate this was a tragic case of mistaken identity on both parts."

Gulab Shah Alikhail, the province's deputy governor, said U.S. Special Forces carried out an operation in a small village near a police checkpoint on the outskirts of Qalat. The police, thinking it was a Taliban attack, opened fire, he said. Then a helicopter fired on the security post and destroyed it, he said.

The attack collapsed the police station's roof and damaged a civilian home nearby, said Gilani Khan, the deputy provincial police chief.

"Unfortunately, the Special Forces didn't inform the police that they were going to the village," Alikhail said.

U.S. officials quietly admit that they are hesitant to share detailed plans of raids against militant commanders for fear that government officials connected to the Taliban could tip off the militants of the impending operation.

The U.S. said the target of Wednesday's raid was a militant commander "known to coordinate attacks against coalition forces along Highway One," Afghanistan's main highway that circles the country. The statement did not say if that commander had been killed in the operation.

Friendly fire between U.S. or NATO forces and Afghan troops or police happens several times a year. President Hamid Karzai has deplored the deaths of Afghan civilians during U.S. or NATO operations but has said that some friendly fire deaths are inevitable during war.

Officials from the Ministry of Defense, Ministry of Interior and U.S. forces traveled from Kabul to Qalat on Wednesday to investigate the deaths.

Black Hole AIG Needs Another $10 Billion

After all the money AIG's had shoveled at it, why does it need another $10 billion? Because, as the Wall Street Journal reports, the money its gotten from the government are supposed to pay off its bad CDS bets -- essentially, the money went to retiring the underlying CDO --- but it's also stuck $10 billion on what were just bad bets, not necessarily designed to help clients manage risk.

The $10 billion in other IOUs stems from market wagers that weren't contracts to protect securities held by banks or other investors against default. Rather, they are from AIG's exposures to speculative investments, which were essentially bets on the performance of bundles of derivatives linked to subprime mortgages, commercial real-estate bonds and corporate bonds.

These bets aren't covered by the pool to buy troubled securities, and many of these bets have lost value during the past few weeks, triggering more collateral calls from its counterparties. Some of AIG's speculative bets were tied to a group of collateralized debt obligations named "Abacus," created by Goldman Sachs.
