"Berlusconi did not want to look at reality," said Anna Mazzone, a spokeswoman for the Christian Democratic Union. "And the reality is that the majority of the country is not with the government." She said Mr. Berlusconi was pushing ahead with tax cuts when his government should be more focused on providing aid to southern Italy, social welfare benefits and supports for families.
But a weak economy and growing dissatisfaction with Italy's presence in Iraq are undermining support for his government. Anger has mounted since March 4, when American troops mistakenly fired on a car carrying a freed Italian hostage near Baghdad, killing the intelligence officer who had mediated her release.
Thus..The prime minister, whose coalition won power in 2001, is trying to become the first head of government to finish out a five-year term since the Italian republic was established after World War II. Regular elections are scheduled for next year.
Mr. Berlusconi would be constantly looking over his shoulder in every vote in Parliament.
So what are Mr. Berlusconi's options? He could reshuffle his ministers and go forward with the coalition as it is. Or he could resign and let President Carlo Azeglio Ciampi choose a new government, which would have to seek a vote of confidence in Parliament. Mr. Ciampi could also call early elections, though he would be pressed for time because the vote must be called at least 45 days ahead, and Italian elections are traditionally not held in the summer.
Waiting in the wings is Romano Prodi, the former European Commission president, who is leader of the center-left coalition and a longtime Berlusconi rival...
There was growing expectation that there would at least be a cabinet overhaul -- a possibility Berlusconi admitted on Friday -- or barring that, possibly a snap general election.
Because of the intricacies of the constitution, Berlusconi would probably have to resign, albeit temporarily, if he revamped his cabinet. He would then go immediately to parliament to seek the necessary backing to head a new-look government.
"This is Berlusconi's most serious test yet," said political analyst Sergio Romero. "But everybody knows that the only one in the center-right that can glue together some kind of coalition, even in times of difficulties, is Berlusconi."

THE BITTER HERBS (MAROR)
(The leader breaks the bottom matzo into small pieces
and dips his piece into bitter herbs.)
