As Former FEMA Director Michael Brown, who lost his job because of Hurricane Katrina, said his biggest regret a year later is that he wasn't candid enough about the lack of a coherent federal response plan.
"There was no plan. ... Three years ago, we should have done catastrophic planning," Brown said, charging that the Bush administration and his department head, Michael Chertoff, "would not give me the money to do that kind of planning."

Bush's itinerary for the two days looks a lot like previous trips, many of them criticized as featuring too much staged contact with supportive locals and overly dominated by meetings with officials. The White House released almost no information on where Bush was visiting until minutes before he was too arrive, in part to lessen cumbersome security needs. JERUSALEM - Prime Minister Ehud Olmert on Monday rejected a state inquiry into the government's handling of the war against Hezbollah guerrillas in Lebanon, despite widespread calls for a broad, independent investigation.
Instead, he authorized a less-powerful probe to be headed by a former head of the Mossad spy agency. A state inquiry would have the authority to dismiss top officials.
In a speech in the northern city of Haifa, Olmert said the government doesn't have the "luxury" to spend long periods of time investigating the past.
Olmert also said he accepted full responsibility for
the government's decision to go to war.
"The decision ... was entirely mine," he said.
