Officer resigns over 'grotesquely clumsy' war in Afghanistan

LONDON (AFP) - An officer has resigned from the army in
protest at its "grotesquely clumsy" campaign against the
Taliban in Afganistan.Thus It's made the choice more clear.

Captain Leo Docherty was aide-de-camp to Colonel Charlie Knaggs, a senior commander in the task force in southern Afghanistan, but quit last month after becoming disillusioned with its strategy in Helmand province, The Sunday Times said.
The approach is "a textbook case of how to screw up a counter-insurgency," Docherty was quoted as saying.

"All those people whose homes have been destroyed and sons killed are going to turn against the British," he said.

"Weve been grotesquely clumsy. We've said well be different to the Americans who were bombing and strafing villages, then behaved exactly like them," he said.
"Weve deviated spectacularly from the original plan," Docherty was quoted as saying.
"The plan was to secure the provincial capital Lashkar Gah, initiate development projects and enable governance ... During this time, the insecure northern part of Helmand would be contained: troops would not be sucked in to a problem unsolvable by military means alone."

Docherty said the plan "fell by the wayside" because of pressure from the governor of Helmand, who feared the Taliban were toppling his district chiefs in northern towns, according to The Sunday Times.

Despite their numerous casualties, the Taliban are much more willing than Iraqi insurgents to engage in pitched battles.

"These guys will mix it up, and they use a lot more direct fire."
In the five months he had been in Afghanistan, he noted, none of the Taliban fighters his men had fought had ever surrendered.

Echoing all other U.S. officers I interviewed in Afghanistan, it is emphasized that the Taliban threat required a political solution, not a military one, and that expanding the U.S. presence and reconstruction efforts into remote areas would win the long-term conflict. "You can win every firefight you want, but the battle is in these villages," he said. "This is where you change the minds of the people -- or at least create a doubt that the Taliban are not preaching the right message."

According to a study by the Royal Statistical Society published in the New Scientist magazine, Afghanistan has become more dangerous than Iraq for Western troops since fighters loyal to the deposed Taliban regime renewed their insurgency.
NATO military chiefs meeting in Warsaw on Saturday pressed alliance member states to send more men and equipment to Afghanistan.

Thus...in Afghanistan in 2002 and 2003, the Taliban threat had receded into little more than a nuisance. But now the movement has regrouped and rearmed. Bolstered by a compliant Pakistani government, hefty cash inflow from the drug trade and a population disillusioned by battered infrastructure and lackluster reconstruction efforts, the Taliban is back -- as is Afghanistan's once forgotten war.

The number of foreign fighters is also increasing, and their expertise is helping to make the Taleban more professional, better organised and more tactically aware.
Does Nato have the right winning tactics, but not enough resources, as General James Jones suggests?

Nato started off its mission 15 per cent short of the troops and equipment it needed. As a result, Lieutenant-General David Richards, the British commander of Nato's International Security Assistance Force (Isaf) did not have enough troops to form a reserve force which he could have deployed to any hotspot.
He has the bare minimum of troops, helicopters and transport aircraft - not a good situation to be in when the opposition has all the advantages of knowing the terrain, decades of experience fighting superior foreign forces and a dedication and commitment based on a yearning to return to power.

But Nato will defeat the Taleban only if it gets the right balance between sound tactics and keeping the majority of the Afghans on their side.
Killing civilians, particularly from the air, will only help the Taleban cause. There is also concern in some parts of Nato about the tactics used by the British commanders.

The small units of troops sent to set up bases in the most outlying areas of northern Helmand are stuck in static positions, suffering daily assaults by the Taleban, and unable to do what they are best at which is to launch attacks when they decide, using manouevre tactics to surprise the enemy.

Is Nato going about it all wrong?
The overall plan outlined by General Richards is to develop special zones of security, one at a time, from which stability will spread.
This is the famous "ink spots" tactics used by the British in Malaysia. But his idea hasn't yet begun to take shape. Certainly, the British troops in the outposts in Helmand - Sangin, Musa Qala, Nowzad, Kajaki and Garesch - have little opportunity to spread their influence in the region because they spend all their time battling with the Taleban.

Some time soon, General Richards is going to have to put his plans into action which might mean having to rethink the British Helmand policy, and focus troops in fewer areas.
Is it winnable at all, or does the experience of the Russians in the 1980s suggest that we are being sucked into a quagmire, with no exit strategy except defeat and withdrawal?

It's always unwise to say that the Taleban can be defeated and that a famous victory will be won. It's not as simple as that.

The only way Nato will be able to claim success is if the people of Afghanistan realise that they will be better off siding with their own government and the international forces and banning the Taleban from their communities.
But they will only do that if reconstruction programmes begin on a large scale, their way of life improves dramatically, and they have the courage to stand up to the menace and threats they face from the Taleban every day.

"Don't cry 'wolf', shepherd boy," said the villagers, "when there's no wolf!" They went grumbling back down the hill.

The weekend's fatalities increased the total of foreign troops killed in Afghanistan so far this year beyond the 130 who died during all of 2005 — an indication of the escalation in violence stemming from the surge in Taliban attacks.

The casualty counts — which if confirmed represent one of the deadliest combat actions since U.S.-led forces ousted the Taliban regime five years ago — could not be independently verified.

Authorities have barred citizens from traveling on all but the main road running through this part of Kandahar province, and reporters could not reach the battlefield.

A Taliban leader in south and southeastern Afghanistan rejected NATO's claims as propaganda and warned that his fighters would "target" journalists who reported "wrong information" given by the U.S.-led coalition or NATO.

"They are saying that they have killed 200 Taliban but they did not kill even 10," Mullah Dadullah told The Associated Press in a satellite phone call from an undisclosed location. The AP reporter has spoken to the Taliban leader in the past and recognized his voice.

Dadullah also claimed that the Taliban had registered 500 Afghans ready to be used as suicide bombers and that Mullah Omar — the Taliban's fugitive leader — was still the movement's supreme commander.

In neighboring Helmand province, suspected Taliban militants attacked a district headquarters in the town of Garmser early Monday, setting off fighting that killed 16 militants and three police, said provincial police chief Ghulam Nadi Malakhel.

In Parwan province north of Kabul, militants shot dead two police including a senior officer, in the third killing of a top district official here in as many days, an official said Monday.

Britain's top army officer, meanwhile, said his forces were only just able to cope with the burden of operations in Afghanistan and Iraq.

"We are running hot, certainly running hot. Can we cope? I pause. I say, 'Just,'" Gen. Richard Dannatt, appointed Britain's chief of general staff last week, told Britain's The Guardian newspaper.

His comments echo warnings from other senior defense officials, who said earlier this year that the twin commitments in Afghanistan and Iraq had left Britain's forces badly stretched. Thirty-seven British troops have been killed in Afghanistan since November 2001.

A young boy, wanting a profession, joined a team of shepherds. His first solo assignment was to guard the flock while the senior shepherds slept. He did so for a few nights, but quickly became bored.

Wolf!” The older men quickly roused themselves, and hurried up the hill to the flock. “Where is the wolf?” they asked the boy. He tried to shake his head to show there was no wolf, but he was laughing too hard.
The shepherds were angry. They berated the boy for a very long time and extracted his promise never again to falsely cry wolf. What neither the shepherds nor the boy realized was that their commotion had attracted the interest of a wolf.
The wolf, after carefully observing the situation, made a plan. As soon as the shepherds were all fast asleep, the wolf hid behind a tree and shouted, “Wolf! Wolf!” At least it sounded like “Wolf” You see, the wolf had learned to mimic his canine relatives. The sound he made was actually “Woof,” but the trick worked.
The shepherds again hurried up the hill to the flock. Since they had made it very plain to the boy they would not put up with any more foolishness, they were sure this alarm was real. Seeing no wolf, they pounced upon the boy. Although they were very tired, they were also very angry. The boy was soundly beaten.
While he moaned softly in pain, the shepherds went back to their rest. Soon they were once again fast asleep. At which point, the wolf appeared. The boy did not even think about crying, “Wolf!” He quietly licked his wounds, and thought to himself, “Ah, this is sweet revenge on those shepherds.”
As the wolf feasted, the boy gathered his belongings. Then they each went their own way. The boy left to search for another profession. And the satisfied wolf? Well, as he wandered off he wondered if he could find another bored shepherd boy.

As Like always The Wolf, however, did truly come at last. The Shepherd-boy, now really alarmed, shouted in an agony of terror: "Pray, do come and help me; the Wolf is killing the sheep"; but no one paid any heed to his cries, nor rendered any assistance. The Wolf, having no cause of fear, at his leisure lacerated or destroyed the whole flock.
There is no believing a liar, even when he speaks the truth.

Maybe the American people need to stop being manipulated by fear and look at the world situation with clear, unprejudiced eyes. Just like with the cowboys and Indians, this isn't a case of one side being the good guys and the other side the bad guys. It's just not that simple.

Who's to blame for Katrina's aftermath?

NEW ORLEANS - In many ways, New Orleans is a huge crime scene, with bodies and victims and fingerprints — many, many sets of fingerprints. But who did it? Who is responsible for this mess, for a barely functioning city with large swaths still uninhabited — or uninhabitable — a year after Hurricane Katrina?

An anonymous critic, posting his verdict at the edge of the French Quarter, blames the Army Corps of Engineers and its failure to build levees that could keep the floodwaters out: "Hold the Corps Accountable," demands the sign.
Others curse the FEMA— for its failure to rescue New Orleans as the waters rose, or in the months after. In ravaged Lakeview, a makeshift gallows bears a sign that reads: "Last Resort Shelter. Reserved for Looters/FEMA Reps/Adjusters."
But the roll of those accused of failing New Orleans is a long one: State and local officials who had no good plan for the disaster, and now preside over a languid recovery. A president who at first seemed remote from the cataclysm, and then made promises that have not been fully realized.

So many did not live up their responsibilities, says G. Paul Kemp, a Louisiana State University engineer and member of Team Louisiana, a group of forensic engineers examining how the flooding occurred. Every time anyone points that out, "people say, `Oh, we don't want to play the blame game. We've got to get things moving.'"
But things are moving agonizingly slow. Piles of debris and wrecked cars are everywhere, and astonishingly, searchers were still finding bodies in ruined homes just weeks ago.

Standing in the space between his mold-infested Lower Ninth Ward duplex and the government trailer where he now lives, TV repairman Arnold Lewis speaks enviously of other neighborhoods that enjoy decent water pressure and city-sponsored wireless Internet service.

"There's something to be desired as far as the pace of recovery down here," Lewis, 46, says as water leaks out onto the ground from a nearby line break. "There's no phone service here. There's no cable service down here, and there's no gas."
Patricia Jones says it's no wonder the companies that provide services have been unwilling to reinvest in the Lower Ninth.

With about half the neighborhood still under a "look and leave" policy, residents have been unable to return and do basic salvage work on their houses, says Jones, who represents the Lower Ninth in the Neighborhood Empowerment Network Association. It seems to her that the neighborhood has been just about written off.
"It's kind of looked at as yesteryear's space," she says. "People just happen to live over there. That's not the main part of the city, so we're not really worried about it."

But services are little better in other, less-destitute sections of the city.
The city is losing about 70 million gallons of water a day to leaks, almost as much water as is making it to homes. Water pressure is so bad in parts of the city that officials have helicopters on standby to haul lake water to douse fires.
Before Katrina, garbage was collected twice a week. Now, the trucks come weekly, if that.

The pungent smell of moldy, rotting garbage wafts through the front door of the house Robert Devine is rehabilitating for his brother-in-law in the largely middle class, mixed-race neighborhood of Gentilly. He says the pile across the street — 4 feet high and 12 feet long — had been there for about a month.

Harried recovery officials say it's only been a year. How much can you expect?
But to Lakeview resident Pascal Warner — who walks through clouds of mosquitoes attracted by a neighbor's fetid, sludge-covered swimming pool still filled with stagnant Katrina floodwater — a year seems like a pretty long time.
"I wouldn't want to spend a year in jail," the retired stagehand says. "Would you?"

FEMA, too, was "unprepared for a catastrophic event" on this scale, the committee said.
And the suffering that resulted is unforgettable.
As President Bushwacker slapped FEMA chief Michael Brown on the back — praising him for "a heck of a job" — people lay dying in the heat and filth outside the New Orleans convention center. The sick and elderly sweltered in crippled hospitals while ice- and water-laden tractor-trailers circled the country, awaiting orders of where to go.
Brown resigned in disgrace. But Kemp notes that, to a large extent, "We're still dealing with the same people who gave us Katrina."
"I guess probably in the old Stalinist regime, everybody would have been sacked and sent to Siberia," Kemp says. "But we don't do that."

Clean-up crews recover some of massive Lebanon oil spill

BEIRUT (AFP) - Clean-up crews have recovered about 100 tonnes of
oil along the coast of a historic Lebanese port city after a
massive spill caused by Israel's bombing of a power plant.

The clean up by European and Lebanese teams in Jbeil, north of the capital Beirut, represents just a fraction of the 10,000 to 15,000 tonnes (11,000-16,500 tons) of fuel estimated to have leaked from the Jiyeh plant.
The spill has polluted about 200 kilometres (124 miles) of the Lebanese and Syrian coasts, the EU said Saturday.
"Up to now, a total amount of recovered oil is close to
about 100 tonnes in Jbeil where the European team and
Lebanese civil defence worked together," a European Union (EU) statement said.

In the meantime, the European team from Denmark and Norway, in cooperation with Lebanon's environment ministry, is identifying further areas where expert assistance is required and the team will attempt to start another clean-up operation in a Beirut port, the EU said.
"The targeted sites were designed by Lebanon and the priority was to de-pollute first harbours and beaches in order to restore economic activities," the EU statement said.
Officials warn that if all the oil from the damaged plant were to seep into the sea, the environmental fallout could rival the 1989 Exxon Valdez spill that devastated Alaska's Prince William Sound.

Lebanese environmental group Green Line has described the spill as the biggest environmental disaster in the Mediterranean basin, but officials said the scale of the threat is not yet known.

Critics said Israel's political and military leaders were indecisive, set unrealistic goals and settled for an insufficient truce.

The harshest criticism has come from reserve soldiers, who form an integral part of the military. Reservists returning from Lebanon complained about poor command and a lack of food, water and equipment.

"No goal was achieved. ... Nothing was done in this war," Roni Elmakyes, whose son Omri was killed in the fighting, told Israel Radio.

Even the army's leadership began to show signs of dissent. Brig. Gen. Yossi Hyman, the outgoing head of infantry, said this week that "we all feel a certain sense of failure."

Olmert has said he is ready for an investigation, but did not say what kind. An independent commission could call for the resignation of government and military officials.

During a tour of the north Monday, Olmert appeared cool toward such an inquiry, saying the second-guessing would undermine the army. "I won't play this game, the game of beating ourselves up," he said.

The defense ministry has already established a team to look into the war, but the panel of retired generals has been derided as toothless.
