We need, first of all, to get our terms straight so as to achieve a sense of clarity regarding the issue of America's moral standing on the matter. Saddam Hussein was not defeated. He was not overthrown, bested, beaten or destroyed. Saddam Hussein was fired, relieved of his position by a nation that hired him for a dirty job way back in 1979.

When the Shah of Iran, another employee of the United States, was overthrown by fundamentalist revolutionaries controlled by the Ayatollah Khomeini in 1979, America lost a staunch ally against the rise of Soviet influence in the Middle East. That same year saw Saddam Hussein take control of Iraq, and America immediately leaped into his corner so as to maintain the bulwark against the USSR. In short, he was hired. On September 22, 1980, Hussein attacked Iran ostensibly to gain strategically important territory along with the rich oil fields around Khuzestan. At bottom, however, Hussein was acting as an instrument of American policy and attempting to overthrow Khomeini, so as to dissolve a dangerous Iranian/Soviet alliance.

The relationship between Iraq and America bloomed throughout the Reagan administration in the 1980s. We provided intelligence data to Iraqi forces that described, in detail, the order of battle of Iranian forces. American government and private industry interests provided Iraq with the means to create all of the terrible weapons Hussein was so covetous of. We knew Iraq was using chemical weapons during their fight with Iran, and continued to give them this intelligence data. In fact, Iran in 1984 brought a draft resolution before the United Nations Security Council condemning Iraq's use of chemical weapons on the battlefield. Iraq petitioned the United States several times to make sure the international response to their chemical attacks was muted, and that no specific country was named regarding Iran's petition. The Iraqi/American version of the resolution carried the day.Saddam Hussein was such a valued employee that the Reagan administration sent a high level envoy to Iraq to ensure the relationship was on steady ground. That envoy was Donald Rumsfeld, who was filmed by CNN on September 20, 1983, warmly shaking hands with Hussein. Although Rumsfeld said during a September 21, 2002 CNN interview, "In that visit, I cautioned him about the use of chemical weapons, as a matter of fact, and discussed a host of other things," documents pertaining to that September 1983 meeting from the National Security Archive clearly demonstrate that there was no mention of chemical weapons between the two men.

Bush's bloviating sermons on morality in this matter fail in the face of the facts. Saddam Hussein would not have existed were it not for the energetic support of the United States. We didn't defeat Hussein. We fired him. The fact that he was a valued employee for so long, the fact that we averted our eyes as late as 1988 to his use of chemical weapons, the fact that we gave him vital intelligence data so he could more accurately and effectively use those weapons, and the fact that we gave material assistance via government and private institutions for the creation and promulgation of said weapons, all burst the bubble of righteousness the entire debate has been contained in. Bush can talk all he wants about the evil Saddam Hussein.There is little argument with the appellation of that adjective to that name. Yet it was America who allowed him to become so, and the moral arguments surrounding his firing are indelibly tainted by these sad facts.

The report recommended the United States close Guantanamo Bay and revoke all special interrogation techniques authorized by the Defense Department. Its experts accused the United States of violating the detainees' rights to a fair trial, freedom of religion and health.

"In their view, the legal regime applied to these detainees seriously undermines the rule of law and a number of fundamental universally recognized human rights, which are the essence of democratic societies," the report said.

Abramoff's former assistant, Susan Ralston, went to work for Rove in 2001. Abramoff's legal team declined comment Monday night.

Abramoff has pleaded guilty in a fraud and bribery conspiracy case and is cooperating with prosecutors' investigation into those in Congress and the administration he used to lobby.

Asked about the three former Abramoff associates' account, the White House said Rove shared a common past with Abramoff as leaders of a young Republicans group decades ago.

Audits Show Millions in Katrina Aid Wasted

WASHINGTON - The government squandered millions of dollars in Katrina disaster aid, including handing $2,000 debit cards to people who gave phony Social Security numbers and used the money for such items as a $450 tattoo, auditors said Monday.
Federal money also paid for $375-a-day beachfront condos and 10,777 trailers that were stuck in mud and unusable.

Fraud and abuse in the emergency response to Hurricane Katrina cost U.S. taxpayers millions of dollars, government investigators told a Senate panel on Monday ahead of a congressional report that faults the government's handling of the disaster that killed more than 1,300 people.

Overcharges, poor accounting and abuses will take "months or years" to rectify, the Government Accountability Office and the Homeland Security Department's inspector general concluded in preliminary reports on how billions of dollars in taxpayer money is being spent.

The Federal Emergency Management Agency issued thousands of hurricane aid payments last year to applicants who submitted invalid Social Security numbers or false or non-existent addresses, a congressional audit is set to report today.
The audit said "significant flaws" raised the prospect of widespread fraud in the $2.3 billion Expedited Assistance program FEMA activated last year to speed aid to the thousands left homeless by Hurricane Katrina or Hurricane Rita.

FEMA used only token safeguards to verify the true identity and actual need of most applicants, the audit by the Government Accountability Office, the investigative arm of Congress, found. Specifically:

• FEMA "made millions of dollars in payments" to applicants who submitted Social Security numbers "that have not been issued or belonged to deceased individuals."

• In one case, 17 applicants, some with the same last name and address, used phony addresses and 34 Social Security numbers that didn't belong to them to collect more than $103,000 in relief aid.

• Approximately 80 of more than 200 allegedly damaged addresses visited by auditors proved to be vacant lots or "bogus apartment buildings and units."

Once again, FEMA failed to adequately plan for the very type of disaster that occurs virtually every year," said Susan Collins, R-Maine, who chairs a Senate panel reviewing the government's response to the storm.

Joseph Lieberman, D-Conn., said hurricane victims and taxpayers alike were being "ripped off." "It's unacceptable and ultimately infuriating. We need to do everything we can to insist that FEMA and DHS prepare for the next disaster," he said.

The White House and Homeland Security officials defended administration actions against the criticism that is still going strong more than five months after the storm.

"I reject outright the suggestion thatPresident Bush was anything less than fully involved," White House homeland security adviser Frances Fragos Townsend said.

And Homeland Security Secretary Michael Chertoff rebuffed the idea that his department was preoccupied with terror threats at the expense of natural disasters.

Chertoff announced the creation of a full-time FEMA response force of 1,500 new employees and the establishment of a more reliable system to report on disasters as they unfold.

The response to Hurricane Katrina was "a national failure" and "an abdication of the most solemn obligation to provide for the common welfare", according to details from the first of three anticipated reports into the disaster, published yesterday.
The report, by a committee of Republicans in the Houseof Representatives, declared that "all the little pigs built houses of straw".

The report, entitled A Failure of Initiative, is due to be published on Wednesday. It criticises the homeland security chief, Michael Chertoff, saying his detachment from events led him to implement federal emergency response measures "late, ineffectively or not at all".

The audits released Monday do not try to estimate a total dollar figure on waste and abuse, but GAO auditor Gregory Kutz told senators during a hearing that it was "certainly millions of dollars; it could be tens or hundreds of millions of dollars."

That includes money for hotel rooms for evacuees that were paid at retail cost. Among the charges: $438 rooms in New York City and beachfront condominiums in Panama City, Fla., at $375 a night.

FEMA also may have bought too many temporary homes, including 10,777 units that currently sit empty in sinking mud in Hope, Ark.

Meanwhile, a one-day "snapshot" investigation found a handful of cases where hurricane victims improperly sold free military foodstuffs known as "Meals-Ready-to-Eat" on eBay.

The reports weren't negative. An initial review by Skinner found that FEMA's decision to sign a contract with Carnival Cruise Lines for Hurricane Katrina housing shortly after the Aug. 29 storm "was reasonable under the urgent circumstances."

The six-month, $236 million deal with Carnival for three full-service cruise ships — which initially sat half empty for several weeks on the Gulf Coast — had been criticized by lawmakers of both parties as a prime example of wasted spending in Hurricane Katrina-related contracts.

However, Skinner said the decision appeared to be an economical choice "in a high-cost area such as New Orleans so long as occupancy remains high." A review of the contract's specific terms was continuing.

Some lawmakers expressed concern about the integrity of the total $9.2 billion in Katrina contracts awarded so far. Of more than 700 FEMA contracts valued at $500,000 or greater, more than half were awarded without competition, often to politically connected companies such as Bechtel Corp. and AshBritt Inc.

Audits of those no-bid contracts are under way.

Ex-CIA Official Criticizes Use of Intel

WASHINGTON - The Bush administration deliberately misused or ignored intelligence analysis in the buildup of the 2003 invasion into Iraq, according to a former top intelligence official.

Paul R. Pillar, who served as the National Intelligence Officer for Near East and South Asia from 2000 to 2005, also accused the administration of ignoring reports that Iraq would likely endure a violent transition period.
The administration "went to war without requesting — and evidently without being influenced by — any strategic-level intelligence assessments on any aspect of Iraq," Pillar wrote in an upcoming article of Foreign Affairs.
The White House did not immediately return a call for comment Friday.
Pillar said the administration drove intelligence officials to discover information that would help them meet their policy objectives.

"The Bush administration deviated from the professional standard not only in using policy to drive intelligence, but also in aggressively using intelligence to win public support for its decision to go to war," Pillar wrote. "This meant selectively adducing data -- 'cherry-picking' -- rather than using the intelligence community's own analytic judgments."

He also wrote that the intelligence community assessed that in Iraq, "war and occupation would boost political Islam and increase sympathy for terrorists' objectives."

House Minority Leader Harry Reid, D-Nev., called for an investigation Friday.
"Evidence that the Bush White House manipulated and selectively declassified intelligence to wage a public relations campaign before, during and after the invasion of Iraq grows every day," he said.

Bush "has one of the best memories of any politician I have ever met," Abramoff mused in the e-mail last month, adding that, He "saw me in almost a dozen settings, and joked with me about a bunch of things, including details of my kids." The White House, however, has continued to assert that the President had no recollection of ever meeting Abramoff.

The ABA Denounces Warrantless Domestic Spying Program

The American Bar Association denounced President Bush's warrantless domestic surveillance program Monday, accusing him of exceeding his powers under the Constitution.
The program has prompted a heated debate about presidential powers in the war on terror since it was disclosed in December.

The nation's largest organization of lawyers adopted a policy opposing any future government use of electronic surveillance in the United States for foreign intelligence purposes without first obtaining warrants from a special court set up under the 1978 Foreign Intelligence Surveillance Act.

The 400,000-member ABA said that if the president believes the FISA is inadequate to protect Americans, he should ask Congress to amend the act.

Call on the President to abide by our constitutional system of checks and balances and respect the roles of Congress and the judiciary in protecting national security consistent with the Constitution.

Oppose any further electronic surveillance in U.S. for foreign intelligence purposes that does not comply with the Foreign Intelligence Surveillance Act and urge the President, if he believes FISA is inadequate, to seek amendment or new legislation.

Urge Congress to affirm that the Authorization for Use of Military Force adopted by Congress in September 2001 did not provide an exception to FISA, saying such an exception must be explicit.

Urge Congress to conduct a comprehensive, thorough investigation of the National Security Agency’s domestic surveillance program.

Urge Congress to assure proceedings of that investigation are open to public.

Urge Congress to review and make recommendations regarding intelligence oversight process
