Julia May Carson (July 8, 1938 – December 15, 2007), born Julia May Porter who rose from a childhood of poverty and segregation to become the first African American and first woman to represent Indianapolis in Congress, died early Saturday morning, Dec. 15, 2007.
Carson was born to a single mother who worked as a housekeeper. She graduated in 1955from the same segregated high school as basketball star Oscar Robertson.
She began her political career in the 1960s when then-Rep. Andy Jacobs Jr. hired her to work in his office. Jacobs encouraged Carson to run for the Indiana Legislature in 1972 — the first of more than two dozen victories in local, legislative and congressional elections.
In 1990, Julia Carson successfully ran for election to the post of Center Township Trustee of Marion County. She did so against the advice of many who feared the political quagmire of a poor relief office that was $20 million in debt. However, Trustee Carson employed an aggressive workfare program and anti-fraud procedures to quickly erase the enormous debt while providing much needed emergency services to the poor of Indianapolis. Julia Carson’s fiscal acumen and management skill lead her to being named for the second time as the Indianapolis Star’s Woman of the Year. Her budget balancing feat earned bipartisan admiration, including that of Republican County Auditor John Von Arx, who said, "Julia Carson wrestled that monster to the ground."
She then ran for Congress in 1996 after Jacobs retired.
During her 11 years in Congress, Carson's highest-profile action came in 1999, when she pushed for the legislation granting the Congressional Gold Medal to Rosa Parks, the black woman who refused to give up her seat on a segregated city bus in Montgomery, Ala., and was arrested for her defiance.
Another notable achievement was a bill she cosponsored with Sen. Richard Lugar to remove bureaucratic bottlenecks on child health insurance.
In the 108th Congress, Rep. Carson is the sponsor of the largest Amtrak reauthorization bill, the National Defense Rail Act, which would provide the rail passenger system with over $40 billion in funds to develop high-speed rail corridors and aid in the development of short distance corridors between larger urban centers.
She is the sponsor of the Veteran's VOTE Act, a bill to ensure that all veterans have the right to vote after completing state or federal prison sentences.
Carson, a Democrat, was first elected to Congress in 1996. She championed children's issues, women's rights and efforts to reduce homelessness, and was a staunch opponent of the war in Iraq.
"Julia Carson overcame much and accomplished much, and devoted her life to helping other people do the same," Sen. Evan Bayh, an Indiana Democrat, said in a statement. "She was elected to important public offices, but never forgot who she was, where she came from or who she was there to serve."
Carson opposed the war in Iraq and told hundreds of people at a rally in downtown Indianapolis just weeks before the 2003 invasion that it was an act of aggression only to protect U.S. oil interests.
She said she believes that Congress blundered in 2002 when it ceded its war authority to the President without meaningful limits, a decision she voted against, and that she did not want to see that happen again.
She continued, "I continue to oppose the idea of sending more troops into Iraq and do not believe the President has clearly laid out the expectations or goals for our troops on the ground. Approximately 379 Billion dollars later we have zero combat ready troops and 100 percent of our active duty brigades have spent at least a year in Iraq or Afghanistan. We need to look at what has been done and change course, not continue to dig a deeper hole."

On August 9, 1991, Danny Casolaro had arranged to meet with a source regarding the trading of documents revolving around the INSLAW case. Casolaro secured room 517 at a motel in Martinsburg, Virginia and was found on August 10, 1991 deceased.
Casolaro died from multiple large contusions, including one to the head, and wounds to the wrists, which included eight slashes on one wrist in which tendons were cut through to the bone, the slashes on the wrists were unhesitant which is rare in self-inflicted wounds. Casolaro's papers, notes and other personal records he had brought with him to Martinsburg were missing.
So sure was everyone that Casolaro had killed himself that that very night, even before his family was notified of his death, Charles Brown, the undertaker, embalmed the body. Brown would later give the most ordinary of reasons for doing so- "I didn't want to come back to work on Sunday" -though embalming a body without the permission of the next of kin is illegal in West Virginia. Had Brown or the authorities spoken to Casolaro's brother Tony, they surely would have proceeded more carefully. Tony would have undoubtedly mentioned what Danny had said to him just a few days before: "'I have been getting some very threatening phone calls. If anything happens to me, don't believe it was accidental.'"
Tony wasn't the only person Danny had told that he might be in danger; he'd also told Thomas Gates, a special agent of the FBI.
Authors note: Casolaro's main contention was that there existed 8 members of the Reagan-Bush administration that was operating according to their own rules, Casolaro called these 8 men 'The Octopus'.

Brass further notes that "According to court documents filed shortly after the murders, Spiro was holding computer equipment essential... to prove a Justice Department conspiracy to steal sophisticated computer software"
the mysterious death of Bill McCoy, a retired Chief Warrant Officer from the U.S. Army's Criminal Investigation Division, who had been involved in the investigation of the PROMIS software saga. He died at home in 1997, and his body was cremated within 48 hours, despite his saying several times over the previous years that he wanted to be buried next to his wife, and in less than four days all of McCoy's furniture, records and personal belongings had been removed from his home by his son, a full Colonel in the Army. Casolaro was investigating what are possibly interconnected scandals -- the October Surprise, the Inslaw case, the 'private' security firm Wackenhut, BCCI, organized crime and the Pentagon's procurement process -- none of which has been seriously examined by the national media." 'That the mass media did not take this apparent murder more seriously is one more indication that this nation's press corps has abandoned its role as the public watchdog," Bleifuss concluded.

South Korean spill hits seafood industry By HYUNG-JIN KIM, Associated Press Writer Sun Dec 9, 4:59 PM ET
SHINDURI BEACH, South Korea - Chung Hwan-hyang surveyed the damage from South Korea's worst oil spill, saddened by the knowledge that the oyster farm she and her husband ran for 30 years was lost. My oysters are all dead," the 70-year-old woman said Sunday as she and thousands of others cleaned foul-smelling oil from Shinduri Beach. "I cried and cried last night. I don't know what to do."
Some 2.7 million gallons of crude gushed into the ocean after a collision Friday between a barge and a supertanker carrying more than 260,000 tons of crude oil.
For Chung and other residents of Taean County, nearly 100 miles southwest of Seoul, the spill brought despair and shock at how the pollution shattered lives and businesses.
The South Korean government declared a "state of disaster" as the oil slick began hitting the shore early Saturday, coming in waves of mucky, stinking crude. The spill now threatens the livelihood of an area that includes beaches like Shinduri and better-known Mallipo, which is considered one of South Korea's most scenic areas and serves as an important stopover for mallards, great crested grebes and others migrating birds.
More than 20 million tourists a year visit the area, providing an economic boost to the area's 63,800 residents heavily dependent on fishing and seafood farming.
At Mallipo Beach, about a 30-minute drive from Shinduri Beach, raw fish restaurant owner Kim Eung-ku was helping with the cleanup, but said he feared the situation was hopeless.
"We have no choice but to leave this place," he said. "This ocean is dead."
Among those affected by the slick were 181 aquatic farms producing abalone, seaweed, littleneck clams and sea cucumbers, according to Lee Seung-yop, a Taean County official. There are about 4,000 aquatic farmers.
No detailed damage estimates for the area as a whole have been released, though Lee said officials feared it would be substantial.
Ku Bon-chun, chief of a local fishermen's association at Mohang Port near Mallipo, said 32 acres of aquatic farms raising abalone, oysters and other marine life there were all submerged by oil-coated waters.
"I feel like my heart is empty," he said. "These fishing farms are all finished."
He said some fishermen had been hauling in crab catches worth up to $5,400 a day. "But they are all gone," he said.
Tourists shunned the beach, too, because of news of the disaster, said Chun Kwang-ho, who runs a 10-room motel nearby.
"My business is ruined," he said. "People have repeatedly called me to cancel their reservations and ask me about what's going on here."
Chun said that hundreds — maybe thousands — of seagulls and other birds used to come at this time of year to the beach, where tourists would feed them.
"That really looked splendid," he said. "But you see now there are no seagulls and birds at all. Seagulls don't come here because of this terrible smell."
Chun showed two dead birds coated in dark oil. He said they were mallards.
"I feel so bad and sorry for them," he said.
Some of the 7,500 volunteers who helped scoop up the oil from the beach, including civil servants and members of the coast guard, police and military, contended with headaches and nausea from the petroleum's stench.
Still others worked aboard 105 ships along South Korea's western coast trying to clean the sea, plugging the leaks in the tanker, dropping oil fences into the ocean and using chemicals to break up the slick. The nation's previous biggest spill, less than half the size of this one, was in 1995.
The South Korean government has stopped short of promising direct aid, saying any compensation would have to be paid by insurance policies covering the two ships and an international fund that covers oil pollution damage.
Prime Minister Han Duck-soo, however, instructed officials to help afflicted fish and seafood farmers receive quick compensation, his office said in a news release. No details were given.
Chung, the oyster farmer, said her damage would amount to $21,800, with the oil slick appearing just as oyster harvesting had begun.
She said her family had no means to restart the business.
"I can't describe how I feel now," she said. "This is what helped me raise my children and educate them.
