The tax audit rates of the largest companies are less than half what they were 20 years ago while more small and mid-size businesses are coming under scrutiny, according to an organization that monitors the Internal Revenue Service The Syracuse University-based Transactional Records Access Clearinghouse described what it said was a "historic collapse" in audits for corporations holding assets of $250 million or more. About 26 percent of them were audited in the 2007 budget year compared with 34 percent in 2006 and 43 percent in 2005.

Millions of dollars of lucrative Iraq reconstruction contracts were never finished because of excessive delays,poor performance or other factors, including failed projects that are being falsely described by the U.S. government as complete.
The audit released Sunday by Stuart Bowen Jr., the special inspector general for Iraq reconstruction, provides the latest snapshot of an uneven reconstruction effort that has cost U.S. taxpayers more than $100 billion.
It also comes as several lawmakers have said they want the Iraqis to pick up more of the cost of reconstruction.
The special IG's review of 47,321 reconstruction projects worth billions of dollars found that at least 855 contracts were terminated by U.S. officials before their completion, primarily because of unforeseen factors such as violence and excessive costs. About 112 of those agreements were ended specifically because of the contractors' actual or anticipated poor performance.
In addition, the audit said many reconstruction projects were being described as complete or otherwise successful when they were not.
In one case, the U.S. Agency for International Development contracted with Bechtel Corp. in 2004 to construct a $50 million children's hospital in Basra, only to "essentially terminate" the project in 2006 because of monthslong delays.
But rather than terminate the project, U.S. officials modified the contract to change the scope of the work. As a result, a U.S. database of Iraq reconstruction contracts shows the project as complete "when in fact the hospital was only 35 percent complete when work was stopped," said investigators in describing the practice of "descoping" as frequent.
"Descoping is an appropriate process but does mask problem projects to the extent they occur.

Obscurantism (from the Latin obscurans, "darkening") is the practice of deliberately preventing the facts or full details of something from becoming known. There are two common senses of this: (1) opposition to the spread of knowledge—a policy of withholding knowledge from the general public; and (2) a style (as in literature or art) characterized by deliberate vagueness or abstruseness.[1]
In this article, obscurantism in the first and second senses are explained in the following two separate sections, respectively.
The first and older sense of the term 'obscurantism' refers to practices that favor limits on the extension and dissemination of knowledge. It can be seen Plato’s “noble lie.” This is the lie that the ruler, (Plato’s philosopher king), would transmit to the people for their own good. The notion that rulers or leaders know what is best for the people can be found in all forms of totalitarianism; as Bergen Evans warned, “obscurantism and tyranny go together."[3]
Obscurantism in this sense is both anti-intellectual and elitist, as well as fundamentally anti-democratic, as it considers the people unworthy of truth. The Marquis de Condorcet wrote extensively on the phenomenon during the period of the French Revolution, when obscurantism was widespread among the aristocracy. Later, William Kingdon Clifford, an early proponent of Darwinism, devoted some writings to rooting out obscurantism in England after hearing clerics who privately agreed with him publicly denounce evolution.
Though often associated with religious fundamentalism, obscurantism is a distinct strain of thought: Fundamentalism presupposes a sincere belief in religion, while obscurantism rests on the deliberate manipulation of faith by an enlightened few.[4]
Obscurantists may be atheists or agnostics themselves, but believe that some form of religion or superstition among the masses is necessary for a stable society, and thus seek to limit to a select few the awareness of evidence that counters common belief.
Plato One powerful source of supposed obscurantism is found in Plato's Republic, where he advocated the use of the "Noble Lie," the lie that the philosopher king finds necessary to guide society. This notion is said to have been adopted by Leo Strauss and his Neo-conservative adherents.[6]

I think rav3n is right on with what he said about the post. Kaj the second commenter sounds not only way off base but as the poster put it "An Apologist" trying to justify the unjustifiable. So I went to my trusty Webster’s Dictionary and looked up the word Terrorism and here is the definition
1. Terrorism n. the use of force or threats to intimidate, ect, especially as a political policy.
2. a terrorizing; a use of terror and violence to intimidate, subjugate, ect. especially as a political weapon or policy
3. intimidation and subjugation so produced
By the dictionary it sounds as if Terrorized (the Poster) was absolutely right in his post. Cruise missiles and nuclear bombs sounds like a threat to intimidate and subjugate to me. These people don't have the power to be Terrorist, but China, Russia and the U.S.A do have the power to intimidate and subjugate and use the threat of force against smaller less powerful countries , so by correct definition these big three are the TERRORIST. These little countries and people don't have the weapons or the power to be Terrorist, so they lash back out anyway possible in what others have falsely deemed TERRORISM but in true terms that realistically can be called HORRORIST. For they have brought their Horror upon the Terrorist and so Horrified the Terrorist that the Terrorist have now deemed them Terrorist.
Here is why we call them Horrorist not Terrorist for they are not powerful enough to intimidate and subjugate like the real Terrorist (i.e. China, Russia, U.S.A.)
