Tuesday's losses in Indian shares came
after a fall of 7.4% on Monday.

The Sensex initially fell 9.5% on Tuesday morning,
causing an automatic one-hour halt in trading.

It recovered briefly and was at one point down no more than 3%.
But at the end of trading, it had fallen further to close at 4.97%.

Despite assurances from the finance minister that enough liquidity would be provided to brokers, there were scenes of panic and confusion in Mumbai, with many investors expressing shock at the dramatic slide in prices.

"It's mayhem, there is blood on the streets," Surjit Bhalla, the head of Oxus Research and Investments told the CNN-IBN news channel.

In China, the main Shanghai Composite Index closed down 7.2% at a five-month low, having lost 17% in the past six days of trading.

Trading was also suspended briefly in South Korea, where the market eventually closed down 4.4%, while Hong Kong's Hang Seng index suffered its biggest daily fall, closing down 8.7%.

Sydney's market continued its
longest losing streak for 26 years, closing 7.1% lower.

The Japanese government said it saw no reason to intervene to support the markets and a Bank of Japan meeting left interest rates unchanged.
"Stock markets across the world are falling and it basically stems from the US," said Hiroko Ota, the minister for economic and fiscal policy.

BThus it will create little, if any, optimism on Wall Street, in part because some analysts were predicting at the end of last week, when the Dow suffered back-to-back triple digit drops, that the Fed might act sooner rather than later. And stocks have been falling steeply for months because of the ongoing housing, mortgage and credit crisis and its impact on the overall economy; many investors believe much more is needed to right the markets and the economy.

The rate cut helped stanch the stock drop because "the equity markets are so used to the kneejerk reaction that if it's cheaper for companies to borrow, earnings will go up," said Daniel Alpert, managing director of Westwood Capital LLC. "But throwing more cheap money into the equation doesn't help the fact that we have a credit crisis on our hands."

Proceed with caution. John Norris, managing director with Oakworth Capital Bank, a private bank in Birmingham, Ala., said he thinks the Fed might cut rates again next week but he is hopeful that the Fed doesn't go much lower.

Norris said that a federal funds rate of 3 percent would be low enough to stimulate growth again without risking too much in the way of inflation. But he is concerned the Fed may cut rates too much.

Some economists have argued that the Fed lowered rates too aggressively during the 2001 recession - the federal funds rate eventually bottomed out at 1 percent - and that those historically low rates helped encourage the type of reckless subprime lending that is the root of the current economic crisis.

"I hope the Fed is not that foolish to jeopardize long-term financial health just for short-term stimulus. So if they cut rates again next week, hopefully that will be it for a very long time," Norris said.

"This is a cure for the wrong disease. It makes everybody feel good, but it's not going to have any ongoing benefit," said Daniel Alpert, managing director of Westwood Capital LLC. "We need to get ourselves out of a mountain of debt and overvalued properties."

The markets worry that consumers, who account for two-thirds of economic activity, are not in a position to spend the country back into solid growth. They have been cutting back rather than borrowing or spending more, even during the recent holiday season.

"People are up to their eyeballs in debt,
and they're being asked to borrow more?"

Investors are well aware that housing worries remain: Many adjustable-rate mortgages -- similar to those that went bad last year -- will still be adjusted higher, and home prices are expected to keep falling this year.

Financial companies have lost billions of dollars because of those mortgages, retail sales are falling and companies in general aren't on a spending spree.

Investors, both institutional and individual, are also in a defensive mode, and an interest cut won't immediately change that. In the week ended Jan. 15, when many on Wall Street believed a rate cut was in the offing, investors shoveled money into cash reserves at a record pace, according to iMoneyNet. Assets in money market funds ballooned by $15.96 billion to a high of $3.17 trillion.

And investors pulled an estimated $18.2 billion out of mutual funds, according to TrimTabs Investment Research. So far this year, investors have shifted $41.4 billion out of these investments.

Court refuses to hear Enron case

WASHINGTON - The Supreme Court dealt a blow Tuesday to Enron investors who sued major investment banks to recover money lost when the Texas energy giant collapsed amid a massive accounting fraud.

By refusing to review the investors' lawsuit, the court took away what may have been their only hope of keeping the case alive.

Enron stockholders may seek to revive their case in the lower federal courts, though the 5th U.S. Circuit Court of Appeals in New Orleans has ruled against them once before.

Enron's demise wiped out thousands of jobs, more than $60 billion in market value and more than $2 billion in pension plans.

Tuesday's turndown for the Enron investors came without comment in a routine Supreme Court list of cases the justices had decided not to hear.

The chances that Enron shareholders can recover some money dimmed a week ago with the Supreme Court's decision against the investors in a separate suit. It alleged that two suppliers doing business with a cable TV company engaged in securities fraud.

The suit against the cable TV suppliers was politically sensitive for the Bush administration because of its potential impact on the Enron case. In the suit against the cable TV suppliers, the administration sided with the business community against investors, despite the recommendation of the Securities and Exchange Commission to side with the investors. It was left to attorneys general from 30 states to support shareholders in the case of the cable TV suppliers.

The justices ruled that the cable company's investors did not have the right to sue because they did not rely on the deceptive acts of the suppliers.

The same principle could apply to the Enron case, where investors relied on Enron's glowing description of its business, but were arguably unaware of any deceptive conduct by the investment banks.

Lawyers for Enron investors say the circumstances in the two cases are not comparable.

In the Enron suit, stockholders are accusing Wall Street investment banks of colluding with the energy company to hide its losses.

To date, Enron plaintiffs have settled for $7.3 billion from several financial institutions including JPMorgan Chase & Co., Citigroup and Canadian Imperial Bank of Commerce.

Enron stockholders are seeking more than $30 billion from Merrill Lynch & Co., Credit Suisse First Boston and Barclays Bank PLC.

The investment banks, say Enron investors, entered into partnerships and transactions that enabled Enron to take liabilities off its books, recording revenue from the deals when it was actually incurring debt.

Last March, the appeals court in New Orleans reversed a decision by U.S. District Judge Melinda Harmon in Houston, who had said shareholders could sue as a class.

The issue of certifying a class is a critical one. Once the courts allow huge numbers of investors to pursue a securities fraud lawsuit, the defendants almost always settle rather than exposing their corporations to potentially catastrophic liability.

The appeals court decision in the Enron case meant that shareholders and investors could not pool their resources to sue as a group. Lawyers for Enron investors estimate the class size at over 1 million shareholders.

Enron Corp., once the nation's seventh-largest company, crumbled into bankruptcy in December 2001. The failure became a symbol of the corporate scandals that rocked Wall Street early this decade.

The Enron case is University of California Regents v. Merrill Lynch, 06-1341.

Takeuchi said investors feel that the selloff is spreading worldwide, setting off fears of a global downturn. Risks of economic contraction have been growing in Japan as both exports and consumer spending are weakening, he said.

Kirby Daley, strategist at Newedge Group, said the Nikkei could shed another 10 percent to 15 percent to the 11,000 level in the next few months. Japanese companies depend on exports and capital investments to keep up profits, and both are endangered if there is a U.S. slowdown, he said.

"The argument that valuations are cheap for Japanese stocks is flawed," Daley said. "The basis for those earnings valuations doesn't consider ongoing problems in the U.S. economy, which are likely to get worse."

Even usually upbeat Japanese Economy Minister Hiroko Ota acknowledged that downsides risks are growing, given the volatile markets and surging oil prices.

Asian markets have fallen sharply since the start of the year: Japan's benchmark index has sunk nearly 17 percent, while the Hang Seng is down a stunning 22 percent.

"Unless we get some positive 'shock effects,' such as drastic measures from the U.S. government, there is almost no hope for a recovery in stocks," said Koji Takeuchi, senior economist at Mizuho Research Institute in Tokyo.

The nervousness in Europe and America was fuelled by falls earlier in the day across Asia, with Tokyo's benchmark index closing a hefty 3.86 percent lower, hitting its lowest point since October 2005.

BEIJING - Shares in China's banks fell sharply Monday after news reports said its No. 2 lender, Bank of China, might write down holdings of U.S. mortgage securities and two others increased reserves for possible losses.

The reports were the first indication that Chinese lenders, which have so far avoided damage from the U.S. credit crisis, might face problems due to their holdings of subprime securities.

Also Monday, China's banking regulator warned that lenders might face risks from fluctuations in fast-rising real estate prices.

Bank of China is expected to announce a "significant writedown" on its $7.95 billion in U.S. subprime mortgage securities, Hong Kong's South China Morning Post newspaper reported, citing unidentified sources.

Bank of China spokesman Wang Jianping declined to comment. He said the bank would release details of its assets in late March when it announces annual earnings.

Bank of China shares fell 4.1 percent in Shanghai market and by 6.4 percent in Hong Kong. China's biggest banks are listed in both cities, with shares in Shanghai off-limits to most foreign investors, while Hong Kong is open to global traders.

The fall in bank stocks helped to drive overall market declines in both cities, with Shanghai's main index sinking 5.1 percent and Hong Kong plunging 5.5 percent — its biggest percentage drop since 2001.

"The subprime woes in the U.S. have raised concerns at home about risks in the domestic mortgage market and prompted selling in banking and real estate companies," said Wang Junqing, an analyst at Guosen Securities in Shanghai.

But there were no safe havens Monday for stock market investors.

In Tribute To New Order & Their Hit Blue Monday

Power, Corruption & Lies was the breakthrough album by Manchester band New Order, released in May 1983. The album (the band's second), achieved more widespread popularity than any of the band's previous releases, including those of previous band Joy Division. The music is more electronic-based than previous albums, with heavy use of synthesizers. In 1989, it was ranked #94 on Rolling Stone magazine's list of the 100 greatest albums of the 1980s.

Peter Saville's design for the album had a colour-based code to represent the band's name and the title of the album, but they were not actually written on the sleeve itself (they were, however, present on the North American sleeve). The decoder for the code was featured prominently on the back cover of the album and can also be used for the "Blue Monday" and "Confusion" singles. Saville also used it on Section 25's album From the Hip, which is in many ways aligned stylistically with Power, Corruption & Lies and produced partly by New Order's Bernard Sumner.

The painting on the cover is made by French artist Henri Fantin-Latour. The art director Peter Saville intended to create a collision between the overly romantic and classic image which made a stark contrast to the typography based on the modular, colour-coded alphabet he created solely for the band. It is also said [1] that the owner of the painting (The National Heritage Trust) first refused Factory Records access to it. Tony Wilson, the head of the label, then called them up to ask who actually owned the painting and were given the answer that the Trust belonged to the people of Britain, at some point. Wilson then famously replied "Well, the people of Britain now want it".

International Monetary Fund head Dominique Strauss-Kahn warned Monday that "all the world's countries are suffering from the slowdown in growth in the United States, at least all developed countries".

And later Monday, Jean-Claude Juncker, the chairman of the Eurogroup finance ministers, added to the gloom.

"The situation is continuing to deteriorate in the United States," Juncker said after chairing a meeting in Brussels with finance ministers from the 15 countries that share the euro.

"In recent months, we have always ruled out a recession in the United States, but we cannot totally rule it out today," added Juncker, who is both Luxembourg's prime minister and finance minister.

The main London, Paris, Frankfurt and Madrid exchanges had their biggest single day losses since the September 11, 2001, attacks on New York and Washington.

London's FTSE 100 index plunged 5.48 percent, the Paris CAC 40 lost 6.83 percent, Frankfurt's DAX shed 7.16 percent and Madrid fell 7.54 percent. Other exchanges across the continent saw similar losses.

Hours later, the chill had spread to Latin America. In Sao Paulo, Latin's biggest market, the main Ibovespa index fell 6.6 percent to 53,709 points, at close of trading Monday.

Researchers across the United States have
reported a recent surge of ED across the country.

to malaise and feelings of apathy with their choices & with the
system as a whole. Thus leading to this collective ED syndrome"

A HARD TIME GETTING A HARD ON IN HARD TIMES

There's is nothing about any of them that excites me said
one voter in South Carolina, none of them have the innate ability
to make me feel good at all, let alone get a real hard on over.
Every one of them is a total let down, so how can we not all be
getting ED Syndrome by now?

With The present situation as it is, and due to the incredibly bad
choices left for most American voters to choose from, ED has been
on the steady rise for a while now. and will continue to be a real
issue in which we all need to face in the upcoming future says Doctor Wanker.

It's a real burden on my ability to feel good about the whole process
& system as a whole stated one voter in Nevada who claimed to also
have the highly contagious ED Syndrome.
It's real difficult to have to admit that you have this syndrome,
he said, but the truth is the truth and you got to get over it
and thus face it head on, even if that means without a hard on.
There's no hiding it, and if we don't find a cure
I'm afraid that it's going to start spreading like wild-fire.

Well at least folks are now coming to terms with this new syndrome

Their facing it head on even without a hard on, and thats very
hard to do, so I give them a hell of a lot of credit for that,

So someday maybe we can come up with an Electoral Cure All Pill
For ED (ELECTORAL DYSFUNCTION), kind of on the same lines as the
Viagra Pro Pill that helps in the other ED (ERECTILE DYSFUNCTION)

But until there's a cure all I can say is turn On & get a hard On
over something else before your ED Syndrome condition becomes
noticeable worse, stated Doctor Wanker.

One voter in Michigan recently interviewed told us that he realized
that he may of had ED after watching The Democrat & Republican debates.

It was real disgusting What a total turn off...
So in the middle I turned it off & went to bed feeling
totally let down, apathetic and filled with malaise.
The next day I went to see Doctor Wanker & he diagnosed me
as having ED. now I know what I've got, the next question is
can they come up with a cure for this horrible condition
that we find ourselves all in, sadly brought on by this
horrible active complicity ED Syndrome.

There are a number of reasons why people may have a

popular expression points out, denial is not just a river in Egypt.
But its still a no-win proposition that you still must face & can't
avoid even if you really want to avoid it, like an 800 pound gorilla.

Another depressed voter in Michigan with ED stated it this way...

It's like going on a blind date & hoping for something lovely & good

in front of you first before charging into the jungle on a
blind date that may be a dangerous turn off.

The strength of postmodernism is its ability to isolate and quarantine the soul, which leaves only the ego to run things. Ego is a superficial hodgepodge of articulated feelings that is pure fiction. Our essence as human beings rests in that great, silent void that is the soul. Since nobody wants to listen to silence, we prefer to chatter away and believe that in our meaningless chatter we have a firm grip on reality.

Isolation of the soul is crucial if the state is to survive. Out of the soul come all of the viruses that weaken the state such as community, altruism, and morality. The firewalls that seal off the soul promote the self-absorption that makes consumers out of citizens and equates happiness with having lots of “stuff”.

The beauty of class denial coupled with the myth of social mobility is that it minimizes class discontent. If the proles in the deficit and sufficient classes think of themselves as middle class, they tend to view their misfortunes as fate rather than class exploitation since there are no classes in America left to exploit. So they accept their lot and hope a lucky break or the right lottery ticket will allow them to move up to the next class. It rarely happens, but they keep on dreaming anyway, and if life gets too rough, which it usually does, there is always booze, drugs or the tube with its glitzy commercials that show them the good life that one day will be theirs.

Financial Gee Gaw Gloom Grows Amongst Greed Gougers

Factory activity in the U.S. Mid-Atlantic region contracted sharply in January and home building in December fell to the slowest pace since the early 1990s, according to reports on Thursday that reinforced fears of recession

The plunge in the Philadelphia Fed's manufacturing index, to negative 20.9 in January from minus 1.6 in December, was far below even the most pessimistic Wall Street forecasts. The report is seen as a preview to a broader national manufacturing survey for January, due early next month.

"The Philly Fed index plunged into recession territory," said Ian Shepherdson, chief U.S. economist at High Frequency Economics, in Valhalla, N.Y. "This is very alarming, because we had pinned our hopes on the relative strength of the corporate sector offsetting some of the housing hit. This is bad."

Jonathan Basile, an economist at Credit Suisse in New York, called the Philly Fed report "awful" and a harbinger of worse to come: "The notion of a recession continues to gain traction."

It was a second straight month of retrenchment in the index, denoted by readings below zero, and was also the largest one-month drop since January 2001, just as the economy was on the cusp of its last recession.

A Reuters poll released on Thursday showed a survey of about 250 economists from the Group of Seven major developed economies believe the United States faces a 45 percent chance of recession.

Bernanke's somber assessment of the economy and the big drop in the Philly Fed report drove stock prices and the dollar lower, while pushing bond prices higher on expectations of lower interest rates.

HOUSING WEAK

"Builders are in trouble. They have a lot of inventory.
They decided to cut back on their starts and that's going to crimp the GDP."

The Dow lost nearly 2.5 percent, giving the index its worst three-day percentage decline since October 2002.

The huge housing-driven shortfalls come as weak economic data have intensified fears of a recession, and have increased pressure on the government for an economic stimulus plan.

There's growing evidence that the late payments and defaults that torpedoed the mortgage industry might be bleeding into other parts of the economy. Consumers are falling behind on all kinds of loan payments -- like automobiles, credit cards and home-equity lines -- that could tip the economy's scale toward recession.

Merrill Lynch joins rival Wall Street investment houses Morgan Stanley and Bear Stearns Cos. in posting losses in the last three months of fiscal 2007. Citigroup Inc., the nation's largest bank, reported on Tuesday a quarterly loss of almost $10 billion, the largest in its 196-year history.

"We believe risky assets (at Merrill) were conservatively marked, the exposures are still significant, and further deterioration in pricing so far in January means write-downs may not be over," said Roger Freeman, an analyst with Lehman Brothers, in a note to clients.

The latest number came in well short of what Wall Street had been expecting and underscored the seriousness of the economic worries that have gripped both Wall Street and Washington in recent weeks.

Credit concerns also dogged Wall Street after rating agency Moody's Investors Service placed bond insurer Ambac Assurance Corp. on review for a possible downgrade. That possibility alarmed investors because it would place all bonds insured by Ambac on review as well. Wall Street are concerned that bond insurers would be unable to absorb a spike in claims.

Investors' fears of a slowing economy, the consequence of a months-long housing and credit market crisis, dominated trading, as they have since the start of the year.

Bond insurance stocks plunged Thursday after a ratings company said Ambac Financial Group Inc.'s plan to raise cash may not be enough to save its crucial credit rating.
Ambac shares fell 51.9 percent to $6.24, while shares of chief rival MBIA Inc. fell 31.2 percent to $9.22. Smaller competitors Security Capital Assurance and ACA Capital Holdings also fell substantially. The sector's woes helped dragged the broader market sharply lower as well, with the S&P 500 closing nearly 3 percent lower.
Moody's Investors Service said Wednesday night it is considering cutting Ambac's "AAA" financial-strength rating, which would squelch the insurer's prospects for winning new business. "A rating agency downgrade would be the death knell for Ambac," Friedman Billings Ramsey analyst Steve Stelmach wrote in a client note. "Merely the threat of a downgrade complicates the company's
capital-raising plans even further."

After the market closed Thursday, Moody's said it is also considering cutting MBIA's financial strength rating because of concerns about the risky mortgage debt that MBIA insures.

Ambac and MBIA are under pressure to prove their
capital cushions are sufficient to cover claims.

For the last decade, Wall Street firms bundled and sold pools of mortgages, auto loans, credit card bills and other debt to investors. The riskiness of these securities was thought to be offset by the promise that insurers would step in to make principal and interest payments if issuers defaulted.

Because default rates have been low, bond insurers' earnings
and share prices had soared -- until recently.
The prospect of ratings downgrades has devastated the sector in the past six months. Some stocks have plummeted 85 percent or more as investors worry about more claims from defaulted bonds, and the degree to which a ratings downgrade would damage new business prospects.The loss on Ambac's insurance contracts "significantly reduces the company's capital cushion and heightens concern about potential further volatility" in the company's portfolio of mortgage debt insurance, said Moody's credit analyst James Eck in a statement.

Fitch Ratings has given Ambac roughly until the end of the month to raise $1 billion or face a downgrade. Standard & Poor's this week relaunched a review of bond insurers' ratings in light of assumptions for more losses on bad mortgage loans.

S&P expects losses for the bond insurance industry to be 20 percent higher than the ratings agency thought, though the agency said that will not significantly hurt the capital positions at Ambac and MBIA. The forecast stems from S&P's assumption that losses on bad mortgage loans issued in 2005 and 2006 will be higher than expected.

Ambac insured about $555 billion in debt at the end of September.
MBIA insures more than $670 billion.

Stelmach said Ambac will have trouble finding lenders as long as the threat of a downgrade hangs over the company. According to a report Thursday, the $1 billion in bonds MBIA just sold to stave off a downgrade already trade at a substantial discount.

Stelmach has cut his price target on Ambac's stock to $10 from $30 in the past two days. Earlier Thursday, the stock traded as low as $4.50, its cheapest trade in its 16-year history. MBIA shares also set a new low.

Evercore Asset Management LLC, an investment adviser whose clients own 700,000 shares of Ambac, wrote a letter to the company's board on Thursday opposing selling stock to try and maintain the "AAA" financial-strength rating.

With Ambac's market value shriveling to less than $600 million, Evercore said selling a $1 billion stake would mean giving away most of the company at an "extremely depressed" price.

The best course for the company is to accept lower ratings and give up writing new business, instead focusing on maximizing the value of its existing book of policies, Evercore said.

"It is impossible for the value of future business to even come close to offsetting the dilution that will occur," said Andrew Moloff, Evercore's chief investment officer. "It is time for Ambac to recognize that in entering the structured finance business, the company gambled its triple-A rating and has now lost that bet. Attempting to buy back the triple-A rating by giving away most of the company makes no sense."

Thus the surging number of vacant and abandoned homes resulting from the mortgage market meltdown. The vacancies occur when lenders bring foreclosure suits against delinquent borrowers. Mere notice that such an action might be filed often sends residents packing. In Buffalo and other Rust Belt cities, the problem has been particularly acute, because in many cases banks are abandoning the houses, too, after determining that their value is so low that it's not worth laying claim to them.

When city officials try to hold someone responsible for dilapidated properties, they often find the homeowner and bank pointing fingers at each other. Indeed, the houses fall into a kind of legal limbo that Cleveland housing attorney Kermit J. Lind calls "toxic title".While formal ownership remains with a borrower who has fled, the bank retains its lien on the property. That opens up a dispute over who is responsible for taxes and maintenance. Even when lenders do complete the foreclosure, they may walk away from the property, leaving it to be taken by a city for unpaid taxes, a process that can take years. Orphaned properties quickly fall into disrepair, the deterioration sometimes hastened by vandals who trash the interiors, lighting fires and ripping out wiring and pipes to sell for scrap. Squatters or drug dealers may move in.

The impact goes far beyond the defaulting homeowner, as neighbors and entire communities confront a spreading blight. Vacant residences deprive cities of tax revenue and can cost them thousands to maintain. A 2001 Temple University study in Philadelphia found that simply being within 150 feet of an abandoned property knocked $7,600 off a home's value.
