The shift away from basic research is alarming many leading computer scientists and electrical engineers, who warn that there will be long-term consequences for the nation's economy. They are accusing the Pentagon of reining in an agency that has played a crucial role in fostering America's lead in computer and communications technologies.
"I'm worried and depressed," said David Patterson, a computer scientist at the University of California, Berkeley who is president of the Association of Computing Machinery, an industry and academic trade group. "I think there will be great technologies that won't be there down the road when we need them."
DHARPA cited a number of reasons for the decline: increased reliance on corporate research; a need for more classified projects since 9/11; Congress's decision to end controversial projects like Total Information Awareness because of privacy fears; and the shift of some basic research to advanced weapons systems development.
In Silicon Valley, executives are also starting to worry about the consequences of Darpa's stinting on basic research in computer science.
University researchers, usually reluctant to speak out, have started quietly challenging the agency's new approach. They assert that Darpa has shifted a lot more work in recent years to military contractors, adopted a focus on short-term projects while cutting support for basic research, classified formerly open projects as secret and placed new restrictions on sharing information.
This week, in responding to a query from the staff of the Senate Armed Services Committee, Darpa officials acknowledged for the first time a shift in focus. They revealed that within a relatively steady budget for computer science research that rose slightly from $546 million in 2001 to $583 million last year, the portion going to university researchers has fallen from $214 million to $123 million.

RIO DE JANEIRO, Brazil - Police incensed by investigations of brutality and corruption by "bad" cops may have carried out a massacre in two impoverished suburbs of Rio de Janeiro, killing 30 people, state officials said Friday.
Another victim was left brain dead in Thursday's onslaught in Nova Iguacu and Queimados, crime-infested suburbs 20 miles northwest of Rio, said Claudia Guerreiro, a spokeswoman for the Rio Public Safety Department.
In Queimados, gunmen mowed down 12 people, some in Bible Square and others in front of a car wash, she said. In nearby Nova Iguacu, they killed 15 people at a bar, she said.
"There are strong indications that the massacres could have been a reprisal ... for the arrest of eight police officers suspected of killing two men in police station" earlier this week, Guerreiro said.
The eight were caught on camera dumping the bodies of the two men outside the station, Guerreiro said.
Marcelo Itagiba, head of the Rio de Janeiro State Public Safety Department, said authorities were investigating whether police participated in Thursday's suburb slayings and if so, "we will be implacable."
He said the massacre may have been the work of people "unhappy with our investigations into crimes committed by police officers and with our efforts to weed out corrupt and bad policemen."
A month later, 21 people in Rio's Vigario Geral shantytown were gunned down, apparently in retaliation for the killing of police allegedly involved in drug dealing.

Big SUGARDaddy LAND, Tex. -- House Majority Leader Tom DeLay (R-Tex.), struggling to protect his Washington power base as legal and ethical issues fester, also has to watch his back on the home front.
DeLay, 57, got into trouble last year when the House ethics committee admonished him three times and three of his Texas associates were indicted by a Travis County grand jury on charges of illegal fundraising related to a controversial redistricting plan that DeLay helped push through the state legislature. Testimony began this week in a civil case brought in Austin by five Democrats who allege that a political action committee begun by DeLay improperly spent about $600,000 in corporate contributions to implement the plan and unseat them.
And the National Journal reported that DeLay, his wife, Christine, and close aides had traveled the world with Jack Abramoff, who once was one of the Republican Party's most powerful lobbyists and now is facing criminal and congressional investigations for millions of dollars in fees he received from casino-operating Indian tribes seeking to influence the federal government. The magazine reported that the National Center for Public Policy Research, which had Abramoff as a board member, paid for DeLay's trips in 2000 to Scotland and London, where he stayed at the Four Seasons Hotel, and to Russia in 1997.

As Troops from the United States and some NATO nations control the capital city, Kabul, and a few other cities, but tribal warlords have regained sway over much of the countryside. The government of Hamid Karzai, elected president in October, has limited authority.
The report, recently sent to Congress, says Afghanistan, the Bush administration's initial target in the war on terrorism, has been unable to control production of opium poppies and is "on the verge of becoming a narcotics state."
An estimated 87 percent of the world's illicit opium, the base of heroin, is grown in Afghanistan. Its production constitutes an estimated 37 percent of the country's gross domestic product. President Hamid Karzai has vowed to stamp out production but lacks the means to do so; thus, the new American role.
Americans at home have had no question about the role of U.S. forces in Afghanistan in hunting down al-Qaida, Taliban and other elements involved in the 9/11 attacks. Some 153 Americans have been killed in the effort. The task is still not complete 31/2 years later: neither Osama bin Laden nor Taliban leader Mullah Omar have yet been apprehended and Taliban activities in Afghanistan are on the rise.
The question is, should U.S. forces now be used to root up or spray poppy fields, shut down drug laboratories and otherwise try to interrupt Afghan drug production as well?
U.S. casualties are likely to increase with a change in mission. Many Afghans are in sympathy with the U.S. effort to suppress and catch al-Qaida and the Taliban. The new mission, however, will have U.S. forces visibly seeking to put the nearly half of the Afghan economy earning its living from heroin production and trafficking out of business. That struggle will automatically pit U.S. forces against a new, armed, organized element in the country.
The irony is that opium poppies, the raw material for heroin, had been nearly wiped out by the puritanical Taliban government in a country that served as a terrorist training ground. Then, in November 2001, the United States invaded to avenge the 9/11 attacks and Afghan farmers were again free to plant their favorite cash crop.
Still, three years after America invaded Afghanistan following the Sept. 11 terror attacks, and the quick fall of the Taliban regime, Kabul remains a city of struggle. It is a place where life is hard, and where many promises have yet to be met.
Afghanistan is the sixth least-developed country in the world, recent U.N. figures say, and many of its people still live among the wreckage of war.
Herders tend flocks of sheep around destroyed tanks and downed aircraft. Children play soccer on the mortar-blasted bottom of an empty Soviet occupation-era swimming pool. Military veterans with amputated limbs beg on the roadside. Gravestones speckle the dusty landscape.
Millions of refugees have returned after long years of exile in Pakistan or Iran. Some are confident enough of the country's stability to sink their savings into roomy new villas, fueling a breakneck construction boom.
But poorer returnees live as if they were still displaced. Across Kabul, they huddle in the cold hallways of abandoned, bullet-pocked government buildings.
Afghanistan's economy is booming thanks to foreign aid and income from illegal drug production. Yet there are not enough jobs in Kabul, whose population has tripled to somewhere between 3 million and 4 million since the hard-line Taliban was driven out. Estimates of unemployment in the city run as high as 50 percent.
Each morning before dawn, thousands of men offer themselves up at day laborer markets, carrying their paintbrushes, wheelbarrows and trowels and hoping to be among the lucky ones chosen to earn $6 — and a breakfast of bread and green tea — for a day's work.
Some of that work is rebuilding the city's devastated infrastructure. Electricity supplies are improving, but much of the city is still without sewage systems or telephone service. Entrepreneurs with mobile or satellite phones power them from car batteries, selling call time by the minute.
Across the city, workers dig neck-deep trenches looking for damaged power lines, while others give a fresh coat of paint to bomb-damaged mosques. The city's streets are congested with men pushing heavy bricks and building materials on carts among the sport utility vehicles of relief workers, government officials, diplomats and drug profiteers.
SAFER UNDER THE TALIBAN?
In the capital, Kabul, there have been dozens of child kidnappings and cases of trafficking.
President Hamid Karzai issued a decree in July last year ordering the death penalty for child killers and for anyone removing the organs of kidnapped children.
Gullali Hamkar, a Kandahari woman who heads the Allawoddin Orphanage in Kabul, becomes impassioned on the subject of child kidnappers."When they die, how will they answer God?" she asks.
Anger boiled over in Kandahar after Naqibullah's body was found.
About 1,000 demonstrators converged on the residence of Gov. Gul Agha Sherzai. Guards fired into the air to disperse the protesters after they threw stones and looked set to storm the building.
Protesters shouted that life was safer under the Taliban, a stinging message to Karzai, who won October's presidential election thanks partly to hope that he would bring stability after decades of conflict.
While U.S. forces and NATO peacekeepers have succeeded in dampening a Taliban-inspired insurgency over the past six months, ordinary Afghans still live in fear of rampant crime.
U.S.-based Human Rights Watch delivered a damning assessment this month.
"Local military and police forces, even in Kabul, have been involved in arbitrary arrests, kidnapping, extortion, torture and extrajudicial killings of criminal suspects," it said. Kidnapping Is widespread and ram-paid!
Kidnappers were similarly dismissive of law and order in the new Afghanistan.
"Sherzai and the government cannot do anything. Just bring $10,000," they said in their ransom note.
A year earlier, shopkeeper Juma Gull got a similar message after his 5-year-old boy, also called Naqibullah, was abducted.
"We aren't afraid of Karzai, we aren't afraid of Sherzai," the kidnappers said in their note. They threatened to kill the boy unless a 200,000 afghanis ($4,000) ransom was paid.
The kidnappers also said they had their own hospital, perhaps indicating they cut out organs from victims, Gull said.

Now 44 percent approve of that idea, down from 46 percent last month and 54 percent in December.
On the administration's plan to allow oil- and gas-drilling in the Arctic National Wildlife Refuge, 42 percent are supportive and 46 percent oppose, Pew says.
But the Democratic leadership in Congress is just as unpopular as the Republican congressional leadership. The latest Pew Research Center poll, released March 24, shows Bush's approval rating at 45 percent, the Republican leadership at 39 percent, and the Democratic leadership at 37 percent.

President Hamid Karzai has vowed to stamp out production but lacks the means to do so; thus, the new American role.
Americans at home have had no question about the role of U.S. forces in Afghanistan in hunting down al-Qaida, Taliban and other elements involved in the 9/11 attacks. Some 153 Americans have been killed in the effort. The task is still not complete 31/2 years later: neither Osama bin Laden nor Taliban leader Mullah Omar have yet been apprehended and Taliban activities in Afghanistan are on the rise.
The question is, should U.S. forces now be used to root up or spray poppy fields, shut down drug laboratories and otherwise try to interrupt Afghan drug production as well?
U.S. casualties are likely to increase with a change in mission. Many Afghans are in sympathy with the U.S. effort to suppress and catch al-Qaida and the Taliban. The new mission, however, will have U.S. forces visibly seeking to put the nearly half of the Afghan economy earning its living from heroin production and trafficking out of business. That struggle will automatically pit U.S. forces against a new, armed, organized element in the country.
The irony is that opium poppies, the raw material for heroin, had been nearly wiped out by the puritanical Taliban government in a country that served as a terrorist training ground. Then, in November 2001, the United States invaded to avenge the 9/11 attacks and Afghan farmers were again free to plant their favorite cash crop.
Still, three years after America invaded Afghanistan following the Sept. 11 terror attacks, and the quick fall of the Taliban regime, Kabul remains a city of struggle. It is a place where life is hard, and where many promises have yet to be met.
Afghanistan is the sixth least-developed country in the world, recent U.N. figures say, and many of its people still live among the wreckage of war.
Herders tend flocks of sheep around destroyed tanks and downed aircraft. Children play soccer on the mortar-blasted bottom of an empty Soviet occupation-era swimming pool. Military veterans with amputated limbs beg on the roadside. Gravestones speckle the dusty landscape.
Millions of refugees have returned after long years of exile in Pakistan or Iran. Some are confident enough of the country's stability to sink their savings into roomy new villas, fueling a breakneck construction boom.
But poorer returnees live as if they were still displaced. Across Kabul, they huddle in the cold hallways of abandoned, bullet-pocked government buildings.
Afghanistan's economy is booming thanks to foreign aid and income from illegal drug production. Yet there are not enough jobs in Kabul, whose population has tripled to somewhere between 3 million and 4 million since the hard-line Taliban was driven out. Estimates of unemployment in the city run as high as 50 percent.
Each morning before dawn, thousands of men offer themselves up at day laborer markets, carrying their paintbrushes, wheelbarrows and trowels and hoping to be among the lucky ones chosen to earn $6 — and a breakfast of bread and green tea — for a day's work.
Some of that work is rebuilding the city's devastated infrastructure. Electricity supplies are improving, but much of the city is still without sewage systems or telephone service. Entrepreneurs with mobile or satellite phones power them from car batteries, selling call time by the minute.
Across the city, workers dig neck-deep trenches looking for damaged power lines, while others give a fresh coat of paint to bomb-damaged mosques. The city's streets are congested with men pushing heavy bricks and building materials on carts among the sport utility vehicles of relief workers, government officials, diplomats and drug profiteers.
SAFER UNDER THE TALIBAN?
In the capital, Kabul, there have been dozens of child kidnappings and cases of trafficking.
President Hamid Karzai issued a decree in July last year ordering the death penalty for child killers and for anyone removing the organs of kidnapped children.
Gullali Hamkar, a Kandahari woman who heads the Allawoddin Orphanage in Kabul, becomes impassioned on the subject of child kidnappers."When they die, how will they answer God?" she asks.
Anger boiled over in Kandahar after Naqibullah's body was found.
About 1,000 demonstrators converged on the residence of Gov. Gul Agha Sherzai. Guards fired into the air to disperse the protesters after they threw stones and looked set to storm the building.
Protesters shouted that life was safer under the Taliban, a stinging message to Karzai, who won October's presidential election thanks partly to hope that he would bring stability after decades of conflict.
While U.S. forces and NATO peacekeepers have succeeded in dampening a Taliban-inspired insurgency over the past six months, ordinary Afghans still live in fear of rampant crime.
U.S.-based Human Rights Watch delivered a damning assessment this month.
"Local military and police forces, even in Kabul, have been involved in arbitrary arrests, kidnapping, extortion, torture and extrajudicial killings of criminal suspects," it said. Kidnapping Is widespread and ram-paid!
Kidnappers were similarly dismissive of law and order in the new Afghanistan.
"Sherzai and the government cannot do anything. Just bring $10,000," they said in their ransom note.
A year earlier, shopkeeper Juma Gull got a similar message after his 5-year-old boy, also called Naqibullah, was abducted.
"We aren't afraid of Karzai, we aren't afraid of Sherzai," the kidnappers said in their note. They threatened to kill the boy unless a 200,000 afghanis ($4,000) ransom was paid.
The kidnappers also said they had their own hospital, perhaps indicating they cut out organs from victims, Gull said.

Now 44 percent approve of that idea, down from 46 percent last month and 54 percent in December.
On the administration's plan to allow oil- and gas-drilling in the Arctic National Wildlife Refuge, 42 percent are supportive and 46 percent oppose, Pew says.
But the Democratic leadership in Congress is just as unpopular as the Republican congressional leadership. The latest Pew Research Center poll, released March 24, shows Bush's approval rating at 45 percent, the Republican leadership at 39 percent, and the Democratic leadership at 37 percent.

They're among the tens of thousands of reservists who have fought in Iraq, a consequence of the country's insurgency and an active-duty military understaffed for long-term occupation. In the process they've become the epitome of the "citizen soldier."
Many in Bravo said they once foresaw a successful outcome in Iraq. But after six months of hard fighting, in which they saw towns overrun by insurgents and a flaccid response by Iraqi units, most are not optimistic. "I just hope that all that we risked here, the people who have died'' wasn't for nothing, says Sgt. Bob Grandfield, who lives in Boston. "But I'm not leaving with a lot of optimism."

NEW YORK (Reuters) - The Defense Department is considering major changes to the military tribunals that the Bush administration established to prosecute foreign terror suspects at Guantanamo Bay in Cuba, The New York Times reported in Sunday editions.
Citing military and administration officials, the newspaper said the proposed changes were detailed in a more than 200-page draft manual for the tribunals that has been circulating among Pentagon lawyers.
However, there are reservations about effecting the changes because of the opposition of Vice President Dick Cheney ,the newspaper said.
The changes, in the wake of widespread criticism from the federal courts, foreign governments and human rights groups, include strengthening the rights of defendants, establishing more independent judges to lead the panels and barring confessions obtained by torture, the Times said.
Military officials said the draft, modeled after the Manual for Courts-Martial, was written under the auspices of the Pentagon official in charge of the tribunals, Maj.-Gen. John Altenburg, now retired, the Times said.
Officials said the changes would generally move the tribunals, or "military commissions," more into line with the judicial standards applied to members of the U.S. military in traditional courts-martial, the newspaper reported.
Convoy Unprepared for Last, Fatal Run

From the moment it left the gate, the convoy may have been doomed by a series of errors that escalated into disaster.
The documents and interviews show:
• Military bungling and poor communications sent the men onto an active battlefield on a road that was supposed to be closed. A U.S. soldier who approved the route changed his mind minutes later and sent an e-mail advising that the road was closed. He accidentally sent the e-mail to himself, and it never reached the convoy.
• Halliburton agreed to drive the route despite warnings from its own personnel. Another Halliburton convoy traveling the route was hit earlier the same day, losing several vehicles. The leader of that convoy told colleagues that he had e-mailed his superiors about the danger.
• Neither the truckers nor their escorts had prepared for the mission. The destination was changed 15 minutes before the convoy headed out. None of them were familiar with the exact route.
• The military did not follow its own recommendations. An order issued on the morning of the convoy's departure recommended a minimum ratio of one Army soldier to accompany every two Halliburton trucks. The April 9 convoy had six soldiers among 19 trucks.
• Halliburton let its men drive unarmored military vehicles rather than their customary white civilian trucks, making the truckers appear as a military target.
The toll would have been worse if not for the actions of some U.S. soldiers and truckers, survivors said. Contractors and soldiers alike returned fire, and one soldier was awarded the Silver Star for bravery.
Details of the incident raise questions about the nation's expectations of private contractors in war zones — expectations that have reached unprecedented heights in Iraq. They also raise questions about the obligations of their employers

As a presidential candidate in 2000, then-Gov. George W. Bush had a ready reply for those who would criticize the governance of his state: "Don't mess with Texas."
Yet, five years later, as president, Bush stands accused of doing just that. And the accuser is none other than the State of Texas, which says Bush is attempting to impose on a sovereign state not only his will, but also the will of an international court that has no authority over criminal justice in the United States.
"What's odd is that the president is saying we'll discharge the obligation by action in state courts. That's a twist."
Richard A. Samp, chief counsel of the conservative Washington Legal Foundation, who wrote a friend-of-the-court brief supporting Texas on behalf of Sandra and Randy Ertman, parents of Jennifer Ertman, one of the murdered teenagers, said there is no reason to prefer the ICJ ruling over a 1996 federal law that limits post-conviction appeals such as Medellin's.
"What I find unfortunate is that we're 12 years after the murder," Samp said, "and the parents of the victims have had to go through this for 12 years, and as a result of what President Bush has done, it could be three to four more years."

They're among the tens of thousands of reservists who have fought in Iraq, a consequence of the country's insurgency and an active-duty military understaffed for long-term occupation. In the process they've become the epitome of the "citizen soldier."
Many in Bravo said they once foresaw a successful outcome in Iraq. But after six months of hard fighting, in which they saw towns overrun by insurgents and a flaccid response by Iraqi units, most are not optimistic. "I just hope that all that we risked here, the people who have died'' wasn't for nothing, says Sgt. Bob Grandfield, who lives in Boston. "But I'm not leaving with a lot of optimism."

NEW YORK (Reuters) - The Defense Department is considering major changes to the military tribunals that the Bush administration established to prosecute foreign terror suspects at Guantanamo Bay in Cuba, The New York Times reported in Sunday editions.
Citing military and administration officials, the newspaper said the proposed changes were detailed in a more than 200-page draft manual for the tribunals that has been circulating among Pentagon lawyers.
However, there are reservations about effecting the changes because of the opposition of Vice President Dick Cheney ,the newspaper said.
The changes, in the wake of widespread criticism from the federal courts, foreign governments and human rights groups, include strengthening the rights of defendants, establishing more independent judges to lead the panels and barring confessions obtained by torture, the Times said.
Military officials said the draft, modeled after the Manual for Courts-Martial, was written under the auspices of the Pentagon official in charge of the tribunals, Maj.-Gen. John Altenburg, now retired, the Times said.
Officials said the changes would generally move the tribunals, or "military commissions," more into line with the judicial standards applied to members of the U.S. military in traditional courts-martial, the newspaper reported.
Convoy Unprepared for Last, Fatal Run

From the moment it left the gate, the convoy may have been doomed by a series of errors that escalated into disaster.
The documents and interviews show:
• Military bungling and poor communications sent the men onto an active battlefield on a road that was supposed to be closed. A U.S. soldier who approved the route changed his mind minutes later and sent an e-mail advising that the road was closed. He accidentally sent the e-mail to himself, and it never reached the convoy.
• Halliburton agreed to drive the route despite warnings from its own personnel. Another Halliburton convoy traveling the route was hit earlier the same day, losing several vehicles. The leader of that convoy told colleagues that he had e-mailed his superiors about the danger.
• Neither the truckers nor their escorts had prepared for the mission. The destination was changed 15 minutes before the convoy headed out. None of them were familiar with the exact route.
• The military did not follow its own recommendations. An order issued on the morning of the convoy's departure recommended a minimum ratio of one Army soldier to accompany every two Halliburton trucks. The April 9 convoy had six soldiers among 19 trucks.
• Halliburton let its men drive unarmored military vehicles rather than their customary white civilian trucks, making the truckers appear as a military target.
The toll would have been worse if not for the actions of some U.S. soldiers and truckers, survivors said. Contractors and soldiers alike returned fire, and one soldier was awarded the Silver Star for bravery.
Details of the incident raise questions about the nation's expectations of private contractors in war zones — expectations that have reached unprecedented heights in Iraq. They also raise questions about the obligations of their employers

As a presidential candidate in 2000, then-Gov. George W. Bush had a ready reply for those who would criticize the governance of his state: "Don't mess with Texas."
Yet, five years later, as president, Bush stands accused of doing just that. And the accuser is none other than the State of Texas, which says Bush is attempting to impose on a sovereign state not only his will, but also the will of an international court that has no authority over criminal justice in the United States.
"What's odd is that the president is saying we'll discharge the obligation by action in state courts. That's a twist."
Richard A. Samp, chief counsel of the conservative Washington Legal Foundation, who wrote a friend-of-the-court brief supporting Texas on behalf of Sandra and Randy Ertman, parents of Jennifer Ertman, one of the murdered teenagers, said there is no reason to prefer the ICJ ruling over a 1996 federal law that limits post-conviction appeals such as Medellin's.
"What I find unfortunate is that we're 12 years after the murder," Samp said, "and the parents of the victims have had to go through this for 12 years, and as a result of what President Bush has done, it could be three to four more years."

BAGHDAD (Reuters) - American troops who mistakenly killed an Italian secret agent in Iraq fired from a checkpoint set up to boost security for the U.S. ambassador who was on his way to dinner with a general, a U.S. official said on Friday.
U.S. embassy spokesman Bob Callahan said Ambassador John Negroponte was traveling on the airport road to meet General George Casey, commander of multinational forces in Iraq, at a U.S. base next to Baghdad airport.
"The mobile checkpoint was set up for the security of the ambassador who was on his way to dinner at Camp Victory with General Casey," Callahan said. "This was a mobile checkpoint that was set up on a temporary basis."
U.S. soldiers killed intelligence agent Nicola Calipari on the road to Baghdad airport on Friday night as he threw his body over freed Italian hostage Giuliana Sgrena to protect her from a hail of bullets. She was wounded.
Callahan said Negroponte usually traveled to the airport by helicopter but a hailstorm forced him to go by motorcade.
"The ambassador traveled past the checkpoint at about 7:30 that night
and I believe the shooting took place later," he said.

BAGHDAD (Reuters) - American troops who mistakenly killed an Italian secret agent in Iraq fired from a checkpoint set up to boost security for the U.S. ambassador who was on his way to dinner with a general, a U.S. official said on Friday.
U.S. embassy spokesman Bob Callahan said Ambassador John Negroponte was traveling on the airport road to meet General George Casey, commander of multinational forces in Iraq, at a U.S. base next to Baghdad airport.
"The mobile checkpoint was set up for the security of the ambassador who was on his way to dinner at Camp Victory with General Casey," Callahan said. "This was a mobile checkpoint that was set up on a temporary basis."
U.S. soldiers killed intelligence agent Nicola Calipari on the road to Baghdad airport on Friday night as he threw his body over freed Italian hostage Giuliana Sgrena to protect her from a hail of bullets. She was wounded.
Callahan said Negroponte usually traveled to the airport by helicopter but a hailstorm forced him to go by motorcade.
"The ambassador traveled past the checkpoint at about 7:30 that night
and I believe the shooting took place later," he said.

LONDON (AFP) - The head of the British army has said that Britain has the capacity to help replace Italian troops in Iraq were they to pull out of the country.
"Of course there is the capacity to do more if that is the decision," General Mike Jackson was quoted as saying in The Independent newspaper on Saturday.
"There seems to be, shall we say, a little confusion as to the Italian contingent and that will be clarified in due course," he said.
